DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for assisting in the direction and planning of the operations of the Bureau of Street Cleaning, including cleaning, scraping and washing of streets. Assistant Superintendent of Street Cleaning is distinguished from the Superintendent by the latter's overall responsibility for the bureau's operations. General supervision is received from the Superintendent of Street Cleaning who allows the incumbent latitude for independent judgement and initiative.
An employee in this class exercises supervision over a number of subordinate blue-collar employees engaged in street cleaning activities. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists in planning and directing the work of employees engaged in cleaning, scraping and washing of streets.
Assists in planning and directing the removal and disposal of brush, leaves, trash and other obstructions.
Assists in assuring that City Sanitation Codes are enforced in relation to citations of improper trash set outs.
Assists in supervising mechanical street sweeping and flushing operations.
Assists in supervising winter operations of snow plowing, and salting and sanding of streets.
Assists in supervising the maintenance and operation of tools and power and motor equipment used in street cleaning.
Assists in supervising subordinate blue‑collar employees engaged in street cleaning activities by assigning work and reviewing work in progress and upon completion.
Assists in scheduling the work activities of employees to assure adequate manpower on all shifts.
Assists in implementing safety procedures and standards for bureau operations.
Writes reports and maintains records relative to street cleaning activities; may maintain payroll records.
Reviews and submits time cards for bureau employees.
May approve purchase vouchers.
Acts for Superintendent in the latter's absence.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the standards, techniques and methods of street cleaning, scraping and washing.
Good knowledge of the various types of materials and equipment used in street cleaning activities.
Good knowledge of mechanical street sweeping and flushing operations and snow removal practices.
Working knowledge of City Sanitation Codes.
Working knowledge of the principles and practices of supervision of blue-collar employees.
Ability to plan, direct and supervise effectively the work of subordinate employees.
Ability to coordinate and schedule work assignments.
Ability to communicate orally and in writing.
Ability to prepare and maintain written material.
Physical condition commensurate with the demands of the position.
Promotion: Two (2) years of permanent non‑competitive class status as a Street Maintenance Crew Leader.
Four (4) years of work experience, or its part-time equivalent, in activities involving street cleaning, street repair
or road construction, two (2) years of which must have been in a supervisory capacity.
