The work involves responsibility for overseeing, leading and participating in the activities of a group of workers engaged in the operation of an automobile or small truck for the purpose of collecting and delivering messages, records, and materials. The position requires lifting, handling and loading materials which may be indoors or outdoors. Under the supervision of an administrative superior, an employee in this class exercises some independent judgment in assigning staff, scheduling deliveries, providing instructions, and reviewing the work of driver-messengers. Supervision is exercised over a number of driver-messengers. Does related work as required.
TYPICAL WORK ACTIVITIES
Coordinates the delivery and workflow of the Driver-Messengers daily.
Oversees and participates in the delivery to and from various departments, records, materials, or other supplies.
Leads in, supervises and inspects the work of the driver-messengers to ensure efficient and effective delivery services.
Plans or assists in the planning and layout of work schedules and work assignments, including arranging for coverage of absent driver-messengers, to ensure deliveries are made on time.
Schedules and plans future deliveries outside of routine routes.
Coordinates and communicates regularly with upper-level administrative staff to ensure efficiency of operations.
Responds to and resolves issues with work orders or unexpected delivery needs of the department as they arise.
Receives written requisitions for petty cash purchases and accounts for any expenditure.
Performs routine clerical tasks in the office of assignment between deliveries.
Gives minor routine maintenance service to vehicles, checks it each day for gasoline, oils, battery, tires and general running condition and cleanliness.
May be required to handle, position, or move materials.
May load and unload trucks, vans or cars of such items as crates, machinery, furniture, or equipment by physically lifting the items or by operating a cart, hand truck, or similar equipment.
May move items to and from storerooms or during the pick-up and delivery of materials.
May perform team lifting of heavy or bulky objects.
Provides training and support to driver-messengers to ensure efficient and effective operations.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the geography of the jurisdiction and traffic regulations.
Good knowledge of office practices and procedures.
Working knowledge of principles and practices of supervision.
Ability to communicate effectively.
Ability to train and supervise subordinates in a manner conducive to full performance and high morale.
Ability to supervise, assign and lead subordinate staff as well as to plan and schedule their work.
Ability to operate an automobile, van or light truck safely and efficiently in traffic and under adverse weather conditions.
Ability to carry out oral and written instructions.
Ability to keep records and make reports.
Ability to continually lift, lower and carry packages, materials, or equipment.
MINIMUM QUALIFICATIONS
Promotional:
Two (2) years of permanent, non-competitive class status as a Driver-Messenger.
Open Competitive:
Possession of a valid operator's license Class D, or a Non-CDL Class C or a CDL - Class C with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle being operated and two (2) years of work experience, or its part-time equivalent, in a supervisory position operating a vehicle for the purpose of delivering messages, records or materials, and in coordinating schedules or deliveries.
