DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for performing a variety of important administrative and managerial functions in the operation of the Planning Department. Work is carried out in accordance with policies and directives set by the Director. Does related work as required.

TYPICAL WORK ACTIVITIES

Manages all physical aspects of the department: phones, mail, IT, equipment, records, record retention, supplies, building issues and other related items. Point of contact for troubleshooting any unforeseen issues that require attention;

Responsible for administration of personnel related activities, including, but not limited to VRR’s, personnel paperwork, personnel files, PeopleSoft, training requirements, equipment, inquiries, etc;

Acts as liaison for multiple County departments and outside entities – includes Law, IT, Financial Ops, Management & Budget, County Executive, Personnel, Facilities, Office of Diversity & Inclusion, Purchasing and all department vendors and contractors;

Assists in budget planning and forecasting and maintains department purchases and contracts. Monitors and tracks multiple grants and related projects. Responsible for all financial transactions related to department, contractors and staff (purchasing, reconciling, reimbursements, invoices, payment requests, PO’s, etc.);

Responsible for multiple tasks related to the Onondaga County Planning Board;

Responsible for all administrative needs of the Onondaga County Planning Federation and the Annual Planning Federation Symposium;

Responsible for all administrative needs of the Onondaga County Agriculture Council. Serves as the direct contact for all Ag Council related business. Duties include accepting funding proposals, creating all MOU’s, overseeing reimbursements, assisting in the RFP process from beginning to end, assisting in the execution of the annual Buy Local campaign and the annual ON Farm Fest, etc;

Maintain multiple records of all key contacts related to 35 different municipalities;

Manages special projects as assigned.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles and practices of office management, organization, administration and supervision.

Good knowledge of personnel administration.

Working knowledge of County and departmental organizations, policies and procedures.

Ability to apply standard professional office management practices to office operations.

Ability to plan, assign and supervise the work of moderate sized office staff and to instruct and train clerical subordinates in an effective manner.

Ability to maintain complex records and to prepare periodic reports from these records.

Ability to use common office equipment including equipment having alpha-numeric keyboards, photocopiers, and personal computers.

Ability to understand and carry out complex oral and written directions.

Ability to establish working relationships with staff, other departments and outside agencies.

 

 

MINIMUM QUALIFICATIONS

  1. Graduation from a regionally accredited college or university with a Baccalaureate Degree; or
  1. Four (4) years of paraprofessional or professional level work experience, or its part-time equivalent; or
  1. Four (4) years of clerical work experience which must have been in either a supervisory capacity or in a non-supervisory, advanced capacity, such as administrative assistant, executive secretary to a department head, second-line supervisor or administrator; office manager who provides fiscal, personnel, and office services in support of a department head, second-line supervisor or administrator.
