DISTINGUISHING FEATURES OF THE CLASS

This is an administrative position responsible for planning, directing, supervising, and participating in the activities of the City of Syracuse Municipal Violations Bureau. The Municipal Violations Bureau is responsible for non-fiscal services related to the adjudication of parking tickets issued in the City of Syracuse and Notice of Violation Tickets referred by the City of Syracuse Division of Code Enforcement. An employee in this class is responsible for ensuring the accurate and efficient processing of incoming issued ticket referrals, legal service as needed, hearing requests, and monitoring constituent communications. Supervision is received from an administrative superior, who allows the incumbent wide latitude for judgement in the performance of duties and the achievement of work goals. Supervision is exercised over a number of subordinate employees in the review and processing of all department related tasks. Does related work as required.

 

TYPICAL WORK ACTIVITIES

Supervises and works with staff in order to ensure compliance with the Department’s established goals, standards for work, policies, and procedures.

Analyses and evaluated Bureau procedures and activities within areas of concern and responsibility and develops appropriate recommendations in keeping with Bureau goals and objectives to improve Bureau efficiency and effectiveness.

Provides technical guidance to staff.

Assigns work and supervises staff in order to ensure the accurate and efficient processing of incoming paperwork, including tickets, hearing requests, and public inquiries and communications.

Ensure Bureau employees handle public inquiries in a professional manner and in a matter consistent with the policies and procedures of the Bureau and the City of Syracuse.

Handles escalations of public questions and concerns when no superior is available.

Acts as liaison with other City departments to ensure constituent concerns that involve multiple departments are handled appropriately and consistently.

Acts as liaison with other City departments to ensure the needs of the Bureau are met.

Assists with staff scheduling and monitoring of sick days, vacation days, personal days, and all related time-off requests.

May be responsible for assisting in development and implementation of new policies and procedures as needed.

 

FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS

Good knowledge of Parking Violations Bureau processes and procedures.

Good knowledge of vehicle and traffic laws related to the Syracuse City Traffic Code and other applicable laws and regulations.

Good knowledge of municipal law as it relates to the City of Syracuse Property Maintenance Code, Syracuse Zoning Ordinance, and New York State Property Maintenance Code and other applicable laws and regulations.

Good knowledge of the principles and practices of supervision.

Ability to effectively organize Bureau materials.

Ability to effectively plan, assign, and supervise the work of others in keeping with Bureau needs and priorities.

Ability to use tact and courtesy in dealing with the public.

Ability to communicate effectively, both orally and in writing.

Ability to assist staff in detecting and resolving constituent and inter-department concerns.

Ability to develop and maintain good working relationships with others.

 

MINIMUM QUALIFICATIONS

Open Competitive:

  1. Graduation from a regionally accredited college or university to grant degrees with a Bachelor’s Degree and one (1) year of professional level experience, or its part-time equivalent, involving management of staff.
  2. Five (5) years of professional or paraprofessional experience, or its part-time equivalent, one (1) year of which must have been professional level experience involving management of staff.
