DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for managing, planning, training and exercise projects for the Onondaga County Department of Emergency Management. Work includes coordinating with stakeholders for development of emergency response and preparedness plans and development of training and exercise programs as well as analyzing data to allow for informed planning and decision-making. Employees in this class also exercise independent judgment in personally performing analyses of more complex emergency management problems and possess critical thinking abilities to devise solutions. The incumbent will be responsible for supporting the department’s emergency management initiatives and managing projects as they relate to emergency management, including the management and organization of the county’s emergency operations center. Work is performed under the general supervision of the Commissioner of Emergency Management. Employees in this class may supervise a small number of professional, paraprofessional and/or support clerical employees engaged in emergency management planning, training, and exercise work. Does related work as required.

 

TYPICAL WORK ACTIVITIES

Collects and analyzes data to utilize in drafting the Comprehensive Emergency Management Plan as well as other required planning documents.

Maintains contact with representatives of all sectors of the community (government, schools, businesses, agencies, law enforcement, etc.) regarding planning and work of the department to ensure maximum coordination, collaboration and support of on-going initiatives, as assigned.

Develops proposed policies and procedures for emergency planning, emergency management training and emergency preparedness activities.

Ensures primary and alternate emergency operation centers are maintained and operational.

Develop and maintain forms, logs and resource lists for the emergency operations center.

Develops and updates plans and standard operating guidelines for the emergency operations center, ensuring plans are current and comply with applicable federal, state and local laws.

Creates and maintains forms, logs and resource lists for the emergency operations center.

Ensures communications systems are tested and up-to-date with current lists of staff, volunteers and community partners who will be needed during an emergency.

Develops and maintains policy and procedure manuals.

Performs analyses to measure performance, quality or volume of services provided by the program.

Prepares statistical or informational reports.

Participates in professional organizations and meetings as required to remain proficient and current in developments and trends in Emergency Management.  

Manages professional administrative work in such programs as Comprehensive Emergency Management (preparedness, response, recovery and mitigation), citizen preparedness, training and exercising, department operational activities, and continuity of operations planning.

Provide leadership, guidance and training in a team-oriented emergency management environment.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS        

Good knowledge of emergency management principles, practices, methods, and techniques.

Good knowledge of emergency management organizations and administration, related laws, protocols, laws, rules and regulations.

Good knowledge of emergency management systems and software.

Good knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).

Good knowledge of local agencies and community groups involved with the four phases of Emergency Management.

Skill in the use of word processing, spreadsheet, and database programs.

Ability to use good judgment, tact and courtesy.

Ability to exhibit attention to detail with accuracy and precision while accomplishing tasks.

Ability to prepare, organize, present and communicate information clearly and effectively, both orally and in writing.

MINIMUM QUALIFICATIONS

A.Graduation from a regionally accredited college or university with a Bachelor’s Degree and four (4) years of full time professional level work experience, or its part time equivalent, in emergency management, emergency response,  emergency planning, public administration or a closely related field; or,

B. Eight (8) years of full time paraprofessional or professional level work experience, or its part time equivalent, four (4) years of which must have been professional level work experience in emergency management, emergency response, emergency planning, public administration or a closely related field; or

 

SPECIAL NECESSARY REQUIREMENTS

Ability to complete the following trainings within one year of hire: ICS 100, 200 Homeland Security Exercise Evaluation Program (HSEEP).
