DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for assisting the Director of Juvenile Justice and Detention Services in the administration and direction of activities of the Hillbrook Detention Home, a juvenile holding facility. An employee in this class places primary emphasis upon the daily supervision, scheduling and evaluation of the institution staff. The incumbent is also responsible for establishing and maintaining training programs to update staff in current trends dealing with juvenile behavior and other related youth problems. The incumbent also determines the need for professional assistance in the areas of psychiatric, psychological and probation services for residents. Supervision is exercised over the Assistant Director of Juvenile Justice and Detention Services and support staff. Assignments are received from the Director of Juvenile Justice and Detention Services through conferences and work is reviewed through discussion and observation of the institution’s operation in areas of assignment. Does related work as required.
TYPICAL WORK ACTIVITIES
Facilitates and/or participates in administrative meetings including, but not limited to, monthly all-staff meetings, weekly floor supervisor meetings, weekly care management team meetings and critical incident review debriefings as necessary.
Recruits, vets and onboards new employees.
Participates in formal disciplinary procedures.
Oversees and monitors a variety of contracted providers including, but not limited to, medical services, food services, linens and resident services.
Engages with residents to ensure that the facility is meeting and exceeding all New York State regulations.
Coordinates with State oversight agencies by submitting reports, facilitating site inspections and scheduling meetings as necessary.

Thorough knowledge of the principles and practices of organization and administration.
Thorough knowledge of the motivations, interests, attitudes and behavior patterns of youth.
Thorough knowledge of modern methods of institutional management as it relates to group living for youth in a congregate care setting.
Thorough knowledge of New York State and local laws, rules, regulations and procedures pertaining to the administration of a juvenile detention facility.
Good knowledge of the philosophies, principles and practices of counseling youth.
Ability to enforce regulations with firmness, tact and impartiality.
Ability to manage and direct a variety of activities within a secure facility setting.
Ability to plan and coordinate the activities of a residential detention program.
Ability to plan, supervise and review the work of others.
Ability to express oneself clearly and concisely, both verbally and in writing.
Ability to impart philosophies and standards commensurate with best practices to all levels of the work force within a detention setting.
MINIMUM QUALIFICATIONS:
Promotion:
A. One (1) year of permanent, competitive-class status in the title of Assistant Director of Juvenile Detention Services.
Open Competitive:
A. Graduation from a regionally accredited college or university with a Master’s degree and four (4) years of work experience, or its part-time equivalent, in juvenile justice or residential care, such as in an institution, residential treatment center or juvenile group home, two (2) years of which must have been in a supervisory capacity ; or,
B. Graduation from a regionally accredited college or university with a Bachelor’s degree and six (6) years of experience, or its part-time equivalent, in juvenile justice or residential care, such as in an institution, residential treatment center or juvenile group home, two (2) years of which must have been in a supervisory capacity.
