DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for the development, coordination and implementation of a comprehensive staff development program for the Syracuse City School District, including orientation and training services for professional and clerical employees. The incumbent is responsible for determining staff developmental needs and for formulating policies and procedures to implement a program to meet those needs. Work is performed under general direction of an administrative superior with leeway allowed for the exercise of independent judgement. Supervision is exercised over subordinate staff members. Does related work as required.
TYPICAL WORK ACTIVITIES
Develops, coordinates and implements an in-service program for all employees to ensure they are provided with ongoing training and support to meet their needs.
Facilitates career development by developing training activities including an orientation program for newly appointed staff.
Collaborates with administrative staff to create a process for assisting staff in gaining New York State certifications.
Conducts exit interviews and other related studies to identify staff needs, establishes criteria and evaluates results to support the development of the program.
Oversees the district’s administration of Civil Service Law, rules and regulations.
Creates Career Ladders for all relevant bargaining units.
Administers staff accommodation requests while ensuring compliance with Americans with Disabilities Act.
Oversees the Employee Assistance Program.
Serves as the HR Chair of the District-wide Wellness Committee.
Collaborates with the Office of Diversity, Equity and Belonging to administer, grow and support Affinity Groups.
Serves as the HR lead for the SCSD Connect Project and for the Change Management effort.
Collaborates with Employee Effectiveness and the Executive Director of Recruitment to maintain and grow pipeline programs with colleges and universities in the area to promote a diverse workforce.
Participates in union negotiations.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of principles, practices and techniques of developing, supervising and evaluating training and staff support programs.
Thorough knowledge of federal, state and local laws governing training and education in a school district.
Good knowledge of New York State Civil Service Law.
Good knowledge of the departmental policies and structure.
Ability to plan, develop, integrate and evaluate training and staff support programs.
Ability to analyze the department and jobs to determine training and support solutions relating to identified problems.
Ability to operate in a cross-cultural environment requiring flexibility.
Ability to prepare detailed and complex correspondence for the purpose of explaining and supporting decisions and recommendations.
Ability to supervise the work of subordinate staff.
Ability to use computer applications such as spreadsheets, word processing, calendar, email and database software.
