DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for coordinating training and exercise programs for the Onondaga County Department of Emergency Management. An employee in this position works with stakeholders to develop and execute a multi-year training and exercise program to meet the needs of the department. Working with departments, agencies and jurisdictions of the County to develop programs, action plans, and policies to engage the whole community in the Emergency Management training and exercise program. The incumbent will be responsible for supporting the department’s emergency management, fire and emergency medical services initiatives, as assigned. Work is performed under the general supervision of the Commissioner of Emergency Management or their designee. Does related work as required.

 

TYPICAL WORK ACTIVITIES

Assists with establishing priorities and schedules for departmental planning, training and exercise initiatives.

Maintains contact with representatives of all sectors of the community (government, schools, businesses, agencies, law enforcement, etc.) regarding planning and work of the department to ensure maximum coordination, collaboration and support of on-going initiatives, as assigned.

Provides technical assistance to staff, community groups and others in order to further accomplish goals and objectives of the Emergency Management training and exercise program.

Participates in research and data gathering procedures to determine trends, impact of activities and prepare grant proposals and reports.

Identifies community resources, areas for collaboration and sharing and recruits participants for the development and delivery of goals related to training and exercise.

Plans, conducts, and assists in the facilitation of local drills, exercises, and corrective action plans in collaboration with partner organizations.

Develops and implements multi-year training and exercise plan.

Utilizes the Homeland Security Exercise Evaluation Program and incorporates into the emergency operations plan for county government.

Identifies statutory, grant, emergency and disaster exercise requirements.

Works closely with Emergency Management planners and other personnel to develop training and exercise initiatives for completed and updated plans.

Attends training, meetings and briefings pertaining to the responsibilities of the position.

Establishes and maintains correspondence, documentation and other files that are essential to the success of the exercise and training program.

Supports every area of the Department of Emergency Management mission: planning, response, training and exercise, outreach, and grants management.

Good knowledge of emergency management principles, practices, methods, and techniques.

Good knowledge of emergency management organizations and administration, related laws, protocols, laws, rules and regulations.

Good knowledge of emergency management systems and software.

Good knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).

Good knowledge of local agencies and community groups involved with the four phases of Emergency Management.

Skill in the use of word processing, spreadsheet and database programs.

Ability to use good judgment, tact and courtesy.

Ability to exhibit attention to detail with accuracy and precision while accomplishing tasks.

Ability to prepare, organize, present and communicate information clearly and effectively, both orally and in writing.

MINIMUM QUALIFICATIONS

Open Competitive

A. Graduation from a regionally accredited college or university to grant degrees with a Bachelor’s Degree and two (2) years of professional level work experience, or its part time equivalent, in emergency management, emergency response, emergency planning, public administration or a closely related field; or,

B. Six (6) years of paraprofessional or professional level work experience, or its part time equivalent, two (2) years of which must have been professional level work experience in emergency management, emergency response, emergency planning, public administration or a closely related field; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).

 

SPECIAL NECESSARY REQUIREMENT

Ability to complete the following trainings within 1 year of hire: ICS 100, 200 Homeland Security Exercise Evaluation Program (HSEEP)
