DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for the management and implementation of the industrial pretreatment program for the Department. Under the direct supervision of the Deputy Commissioner, this position is responsible for overseeing the industrial pretreatment program to ensure compliance with environmental regulations, protection of public health, and safeguard of the wastewater treatment infrastructure. This role involves managing a team of pretreatment staff, coordinating with industrial clients, and developing strategies to optimize the pretreatment processes. The position requires excellent communication and interpersonal skills for effective stakeholder engagement; including industry leaders, local economic development, legal counsel (as necessary) and other inter-departmental divisions. The Director must have a strategic approach with a focus on achieving operational excellence and regulatory compliance with state and federal requirements. Strong leadership skill with the ability to inspire and motivate the team is must to drive innovation and continuous improvement initiatives that will enhance the program. The Director frequently has wide latitude in planning methods, schedules and resource requirements when providing data analysis, evaluation, communication, reporting and general technical support. Supervision is exercised over a number of subordinate employees. Does related work as required.

 

TYPICAL WORK ACTIVITIES

Provides Program Management for the development, implementation, and oversight of the industrial pretreatment program and policies.

Ensures compliance with local, state, and federal regulations, including Environmental Protection Agency (EPA) and New York State Department of Environmental Conservation (NYSDEC) standards as it related to the pretreatment program.

Prepares and submits required regulatory reports, permits, and documentation. Maintains up-to-date knowledge of changes in environmental regulations and incorporate them into the program.

Evaluates and implements new technologies and methods to enhance the effectiveness of the pretreatment program.

Develops and manage budgets related to pretreatment operations and initiatives.

Develops and implements permitting, inspection and audit programs of industrial facilities to monitor pretreatment systems and compliance; including new or renewal applications, evaluation or reassessment of new permit conditions, their applicability, and the overall impact on the collection system and receiving WWTP.

Reviews and analyzes industrial discharge reports and pretreatment systems' performance. Develops and implement corrective action plans for violations or industry operational issues as needed.

Develops and implements programs for monitoring and tracking sources of emerging contaminants as required by local, state or federal requirements.

Serves as the primary point of contact for industrial clients regarding pretreatment issues.

Conducts analysis of economic development opportunities and the ability of the collection system and wastewater treatment plant(s) to accept the additional loads; works closely with the Process Control and Collection Systems Directors as part of these evaluations.

Manages a response program for unusual discharges or non-compliance incidents related to collection system.

Develops, implements and manages surcharge cost recovery program for high strength dischargers.

Develops, implements and manages the waste hauler cost recovery program.

Provides leadership to the section; supervises and trains pretreatment staff and provides guidance and support to the team for problem-solving and process improvement.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS

Thorough knowledge of state and federal regulations as related to industrial pretreatment and its associated impact on wastewater treatment and bio solids disposal.

Thorough knowledge of general pretreatment regulations as defined by 40 CFR Part 403.

Thorough knowledge of technical writing and communications.

Thorough knowledge of project development and management.

Good knowledge of data bases, data analysis and professional presentation of findings and conclusions.

Good knowledge budgeting.

Working knowledge of principles of physics, chemistry, hydraulics, and bacteriology as applied to wastewater treatment/disposal.

Ability to analyze problems and formulate complex action plants to facilitate resolutions.

Ability to disseminate technical information to layperson.

Ability to supervise subordinates in a manner conducive to full performance and high morale.

Ability to communicate effectively, both orally and in writing.

Ability to develop and maintain positive working relationships with industrial clients and stakeholders.

 

MINIMUM QUALIFICATIONS

Open Competitive:                                                                 

  1. Graduation from a regionally accredited college or university to grant degrees with a Bachelor’s Degree in Science, Engineering or an Environmental Discipline, and five (5) years of professional-level work experience, or its part time equivalent, in industrial pretreatment, two (2) years of which must have been in a supervisory and program management capacity; or,
  2. Graduation from a regionally accredited college or university to grant degrees with a Bachelor’s Degree and ten (10) years of professional-level work experience, or its part time equivalent, in industrial pretreatment, preferably in a public utility or regulatory field, five (5) years of which must have been in a supervisory and program management capacity.

 

SPECIAL NECESSARY REQUIREMENTS:
