DEPUTY COUNTY EXECUTIVE FOR ECONOMIC DEVELOPMENT AND PLANNING
Distinguishing Features of the Class
The Deputy County Executive for Economic Development and Planning is responsible for and ensures that programs and projects are being performed in an efficient and cost-effective manner for the departments of Economic Development and Planning. The work is completed at the executive level under the general supervision of the County Executive. The position requires interaction with co-workers, local, state, and federal government employees and legislators, elected officials, the media, businesses, and the general public. The position exercises functional and direct supervision over County Economic Development and Planning staff, departments, projects, and internal functions. Does related work as required.
Typical Work Activities
Develops, establishes, and interprets goals, objectives, and policy for County Economic Development and Planning departments and department heads;
Identifies, analyzes, and negotiates current problems and predicts future issues in the fields of Economic Development and Planning;
Oversees and directs special projects as directed by County Executive;
Works with the Deputy County Executive to make infrastructure modifications, additions, and improvements available for the purpose of economic development and planning;
Advises County Executive on Economic Development and Planning issues;
Oversees recruitment efforts for department head vacancies and related specialized positions on behalf of the County Executive;
Makes presentations to the County Legislature on issues involving multiple county departments that are particularly sensitive to the County Executive;
Makes public presentations on various Economic Development and Planning topics;
Chairs specialized task forces and boards that take an active role in Economic Development and Planning legislation and project initiation;
Serves on various boards and committees;
Represents the County Executive at meetings and public events;
Remains on call 24 hours a day, 7 days a week.
Full Performance Knowledge, Skills, Abilities, and Personal Characteristics
Comprehensive knowledge of the purposes, principles, terminology, and practices employed in Economic Development and Planning;
Comprehensive knowledge of legislation, current problems, and professional literature in the fields of Economic Development and Planning;
Comprehensive knowledge of local and state law, procedures, and policies as they relate to the mission of the department and the county as a whole;
Comprehensive knowledge of administrative planning, management, and supervision as it applies to the position;
Comprehensive knowledge of Onondaga County government, geography, economics, demographics, society, goals, politics, policies, and procedures;
Thorough knowledge of the preparation and interpretation of statistical, technical, and narrative reports regarding department activities;
Working knowledge of large-scale and government budgeting policies and procedures;
Working knowledge of civil service rules and regulations, union contracts, and personnel policies;
Ability to analyze recent problems, assess future problems, and formulate complex action plans to facilitate resolution of said problems;
Ability to operate and interact with political and social sensitivity in the mediation and resolution of high-tension disputes, conflicts, and complaints.
A. Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Public Administration, Business Administration, or a field closely related field, and five (5) years of professional level work experience, or its part-time equivalent, in industrial or economic development, community planning, development or redevelopment in a public sector agency or its equivalent in the private sector, at least four (4) years of which must have been in a supervisory or administrative capacity; or,
B. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in Public Administration, Business Administration, or a closely related field and six (6) years of professional level work experience, or its part-time equivalent in industrial or economic development, community planning, development or redevelopment in a public sector agency or its equivalent in the private sector, at least four (4) years of which must have been in a supervisory or administrative capacity; or,
C. Ten (10) years of professional administrative work experience or its part-time equivalent in industrial or economic development, community planning, development, or redevelopment in a public sector agency or its equivalent in the private sector, at least four (4) years of which must have been in a supervisory or administrative capacity; or,
D. An equivalent combination of training and experience as defined by the limits of (A), (B), and (C).
