DISTINGUISHING FEATURES OF THE CLASS
Under the general direction of the Deputy Commissioner of Administrative Services (WEP), an employee in this class directs and conducts a WEP department-wide Industrial Health and Safety program. The incumbent will work with the Commissioner and all Deputy Commissioners to establish and maintain an industrial, safety and training programs based on WEP operations. The work involves responsibility of identifying potential accident producing activities, locations or operations and promoting accident prevention through training and awareness campaigns. Incumbent in this class investigates accidents and projects a hazard analysis and assessment. The incumbent inspects all WEP sites and facilities to ensure regulatory compliance (PESH, OSHA, "Right to Know", NYS DOL) and develops and maintains a WEP-wide safety policy and procedures manual, along with programs to support same. Supervision may be exercised over professional, para-professional and clerical support personnel. Does related work as required.
TYPICAL WORK ACTIVITIES
Develops and maintains a WEP-wide health and safety policy and procedures manual and programs to support same.
Develops measures to help protect workers from potentially hazardous work methods, processes, or materials.
Reviews legislation and rules and regulations affecting safety and health standards and advises on the need for modifying policies and procedures.
Develops, coordinates and conducts industrial health and safety training programs in accordance with regulatory requirements or as identified by the County.
Conducts regular inspections to observe conditions and work practices to provide feedback, as well as inspections of accidents and loss sites to determine causes.
Participates in the Investigation of accidents and injuries and prepares materials for County use in hearings, litigation and insurance investigations.
Supervises the procedures for reporting of accidents including worker’s compensation.
Provides on-site job safety/site safety analysis.
Leads WEP-wide safety committee.
Acts as liaison with County and state agencies to ensure regulatory compliance.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of principles and practices relative to loss control and accident prevention.
Thorough knowledge of regulatory compliance (OSHA, PESH, “Right to Know", "Hazard Communication", NYS DOL, Worker's Compensation Law).
Thorough knowledge of industrial hygiene, chemical safety skills including DEC, DOL requirements.
Good knowledge of the principles and practices of conducting accident investigations, job safety analysis, safety training and inspections.
Ability to prepare detailed and complex statistical analysis for the purpose of developing recommendations and/or making decisions.
Ability to effectively communicate with others both verbally and in writing.
Ability to supervise professional, paraprofessional and clerical support employees.
MINIMUM QUALIFICATIONS
A. Graduation from an accredited College or University with a Bachelor’s Degree in Engineering, Industrial Safety, Risk Management or a closely related field and four (4) years of professional* level work experience, or its part-time equivalent, in the implementation of safety programs, industrial safety, or in the insurance field performing site inspections or investigation claims related to loss or safety, OR;
B. Eight (8) years of professional* level work experience, or its part-time equivalent, in the implementation of safety programs, industrial safety, or in the insurance field performing site inspections or investigation claims related to loss or safety.
*Professional level work experience is defined as specialized and theoretical knowledge acquired through college education or through experience and training which provides comparable knowledge. Professional experience in general involves independence of action and personal responsibility for actions.
SPECIAL NECESSARY REQUIREMENT
Possession of a current OSHA or PESH certification at time of appointment.
Certified Safety Professional (CSP) certification within 90 days of appointment.
