DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for developing, coordinating and implementing a collection system program at the Department of Water Environment and Protection.  An employee in this class will be responsible for managing the people and processes associated with the regulatory and technical programs of the collection system.  Supervision is exercised over subordinate Sanitary Engineers, Program Coordinator (Stormwater), Project Coordinators, Program Assistant and Wastewater Technicians. Work is performed under the general supervision of a Deputy Commissioner.  Does related work as required.

 

TYPICAL WORK ACTIVITIES         

Supervises personnel and processes associated with the regulatory and technical programs of the collection system.

Coordinates and oversees various programs including the FOG control program in conjunction with the Industrial Pretreatment Division; the Metering program (flow/velocity measurement in sewer manholes); the GIS coordination and expansion as an analytical tool; Emergency Response Plan expansion and continuous improvement; Operation & Maintenance Plan expansion and continuous improvement including Air release valve maintenance program development, Valve/gate exercising program development, Odor control programs; Realtime monitoring programs for regional treatment facilities, floatables control facilities, pump station and force main infrastructure including Pressure/flow monitoring and SCADA and pump run hour monitoring; Sewer Consolidation Efforts, MS4 coordination and program development based on regulatory changes to be implemented, Green infrastructure maintenance coordination and project development based on current County location initiatives (GIF).

Coordinates and assists with Regulatory Response such as Consent order correspondence and updates; NY Alert program for CSOs/SSOs; Long Term Control Plan (LTCP) coordination; Backflow prevention testing programs; Valasko Dam regulatory requirement coordination; and Harbor Brook Wetland regulatory requirement coordination.

Establishes policies and procedures for Capacity Management such as Computer modeling efforts (SWMM, SewerCAD), Infiltration and inflow reduction through lining and replacement projects, and local law #1 and I/I offsets

Coordinates with Asset Management with sewer maintenance on asset condition related to Force main inspections, and assists in creating capital improvement projects to repair or replace assets that have failed or are nearing their useful life.

Coordinates with Workforce Development to assign tasks to staff aligned with day-to-day requirements and current program initiatives and coordinates training for safety and professional development.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, practices, methods and techniques of municipal sewer systems (gravity sewers, force mains, pump stations).                            

Good knowledge of local, state and federal rules and regulations relative to collection systems.

Ability to develop, coordinate and implement a collection systems program.

Ability to develop, implement and evaluate new and revised policies, procedures, methods and standards relative to collection systems.

Ability to manage and oversee design and construction projects to completion.

Ability to mentor and train subordinates in collection system concepts. 

Ability to lead personnel through the planning, organization and coordination of initiatives.

Ability to effectively use applicable computer systems and software applications relevant to work performed.

 

MINIMUM QUALIFICATIONS

Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees or one in an ABET (Accreditation Board for Engineering and Technology) engineering program, with a baccalaureate degree in civil engineering, chemical engineering, sanitary engineering, environmental engineering, or a closely related field, and five (5) years of professional level work experience, or its part time equivalent, in collection systems within a wastewater utility.

 

     SPECIAL NECESSARY REQUIREMENT:

     Engineer in training (EIT) having passed the fundamentals of Engineering Exam Part A; or, possession of a Professional Engineering License in New York State.
