DISTINGUISHING FEATURES OF THE CLASS

This is skilled and semi-skilled work performed in the fabrication, erection, maintenance and repair of electrically operated traffic signal heads, controllers, foundations, conduits, poles and so on.  The nature of the work requires considerable strength and agility.  Assignments are typically received verbally or through written work orders and are supplemented by plans or diagrams.  All work is subject to inspection in progress and upon completion by supervisory personnel.  The nature of the work requires employees to work emergency situations at odd hours and to be scheduled for emergency calls during non-working hours.  An employee in this class is distinguished from a Highway Sign and Signal Repair Worker I by the former ability to perform more skilled work and the ability to supervise semi-skilled or unskilled workers.

Employees in this class also lead and participate in a variety of tasks involved in both the fabrication, erection and maintenance of traffic signs and the painting of road markings.  Does related work as required. During the winter, everyone including trainees performs snow and ice control activities, such as operating a single-blade plow or the wing plow in a one-person plowing operation. Winter snow and ice control activities will involve a shift in your normal work hours.

 

TYPICAL WORK ACTIVITIES

Leads and participates in the fabrication, erection, maintenance and repair of traffic signs and other traffic control devices.

Leads and participates in the operation of vehicles used to paint road markings.

Leads and participates in the maintenance and painting of public buildings, fixtures and equipment.

Leads and participates in clearing brush and trees around traffic signs to ensure proper sight distances for the motoring public.

Performs board level repairs of electronic devices.

Programming of traffic and surveillance computer equipment and assists senior personnel to learn more complicated traffic signal repair techniques.

Ensures proper placement and maintenance of all roadway signs, special markings and traffic counters.

Designs specialty signs for unique road problems and situations.

Surveys roads and inspects for damage, missing and needed replacement of signs.

Applies markings to county vehicles and equipment such as vehicle numbers and department logo.

Performs safety checks and preventative maintenance on vehicles and equipment.

Maintains records and work orders for signs that are fabricated, ordered and installed.

Maintains inventory and orders supplies for fabricating and installing signs and for various painting and road-striping activities.

Leads and participates in excavation and installation work for traffic signal foundations and associated conduits, ground rods, related traffic signs, special devices and so on.

Performs bench testing and maintenance on electrical, electromechanical and electronic signal control equipment including wireless radio transmitters and receivers.

Leads and participates in the installation, troubleshooting and maintenance of a variety of traffic signal or related communications equipment and devices ranging from poles and guide wires      .

Acts as a liaison between engineering and administrative personnel and field crew.

Performs emergency traffic signal work, under supervision.   

Reads and interprets simple plans, manuals and diagrams; performs board level repairs of electronic devices.

Programming of traffic and surveillance computer equipment and assists senior personnel to learn more complicated traffic signal repair techniques.

May perform maintenance and repairs on security cameras utilized by a variety of departments.

May perform tasks associated with traffic signal work, which involve applications of carpentry or masonry.

May operate tools utilized in traffic signal work such as concrete saws and related hand or powered tools.

May engage in construction work and heavy digging using picks, shovels, compressors and jackhammers.

Coordinates with excavation authority in NYS to identify and mark underground utilities

Leads and participates in setting up detours and other emergency traffic signs during road construction, maintenance and emergency situations; sets traffic counters.

Operates light trucks (less than Twenty-Six Thousand Gross Vehicle Weight Rating); tractor-mounted mowers; patch rollers (less than 9 tons); sewer cleaners; wood chipper; maintainers; forklifts and other similar equipment.

Operates heavy trucks (more than Twenty-Six Thousand Gross Vehicle Weight Rating); Aerial lift trucks, snowplows, with wing (OPP); double wing OPP: catch basin vacuum trucks; self-propelled wideners; large pavement rollers (more than 9 tons); self-propelled street sweepers; front-end loaders; backhoes; over the rail mower windrow loaders and other similar equipment.

Operates truck-trailer combinations (requiring Class A commercial driver license); hydraulic excavators; graders; bituminous pavers; bulldozers; truck-mounted pavement striping machines; track loader, rotary snowplows and other similar equipment

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of methods, materials and tools used in the installation, maintenance and repair of traffic signals and related traffic control devices.

Working knowledge of the occupational hazards and safety precautions of the work.

Working knowledge of the Manual of Uniform Traffic Control Devices relating to traffic signals and related traffic control devices.

Mechanical aptitude and skill in the manipulation and care of tools used in the work.

Ability to supervise the work of others wand to work independently or with a helper.

Ability to apply basic principles of electricity, electronics and mechanics to installation, maintenance and repair of electrically operated traffic signals.

Ability to read and understand detailed schematics of electronic power supplies, timing circuits, interface modules, vehicle detection devices and so on.

Ability to operate motor, powered and manual equipment.

Ability to follow oral and written instructions.

Ability to perform work safely for benefit of co-workers, the motoring public and passers-by.

Willingness to work outside under adverse weather conditions.

Willingness to respond to emergencies and perform overtime work.

Willingness to respond to calls on a twenty-four hour basis

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

Promotion:

Two (2) years of permanent non-competitive class status as a Highway Sign and Signal Repair Worker I and or Traffic Signal Repair Workers I in OCDOT.

Open Competitive:

A. Two (2) years of work experience, or its part-time equivalent, in the installation, maintenance and repair of traffic signals and their ancillary control devices; or,

B. Graduation from a regionally accredited or New York State registered college or university with an associate’s degree in electronic technology or a closely related field.

SPECIAL NECESSARY REQUIREMENTS

Possession of Cornell Local Roads Program, Work Zone and Traffic Control for local roads certificate.  Eligibility for and continued possession of the certificate is required for employment.

When required to operate motor vehicles, employees must possess a valid non-CDL or CDL with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle(s) being operated.  Eligibility for and continued possession of the license is required for employment.

When required to operate an excavator, possession of Excavator Certification is required in accordance with New York State General Business Law.  Certification must be obtained during the probationary period.  Training will commence upon appointment.  Eligibility for and continued possession of the license is required for employment.
