DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for supervising all installation, testing, adjusting, maintenance, removal and repair of traffic signals and related control devices. In addition to supervisory responsibilities, the incumbent performs installation, maintenance and repair tasks beyond the skill of subordinate personnel, inclusive of emergency situations. Work is performed under general supervision of an administrative superior with leeway allowed for assuming full technical responsibility for traffic signal maintenance and supervising the work of a number of subordinate personnel involved in the installation and maintenance of traffic control devices. Does related work as required. During the winter, everyone including trainees performs snow and ice control activities, such as operating a single-blade plow or the wing plow in a one-person plowing operation. Winter snow and ice control activities will involve a shift in your normal work hours.
Supervises installation, programming of traffic controllers and conflict monitors, testing, adjusting, maintenance, removal and repair of traffic signals and related traffic control devices.
Supervises the fabrication, erection, maintenance and repair of traffic signs and other traffic control devices.
Supervises the operation of vehicles used to paint road markings, and the layout of proper road markings.
Lays out intersections for traffic signal installation such as signal alignment in proper lanes, pole locations, vehicle detector locations, and install camera detection systems with equivalent hardware and software programs, and stop lines and intersection signage.
Inspects signals for purposes of identifying malfunctions, to determine sequence of repair or to ensure work conforms to department or manufacturer standards.
Utilizes hand and powered tools and test equipment in performing traffic maintenance duties and may perform maintenance or repair tasks upon tools and equipment used in signal maintenance work.
Inventories materials and supplies and requisitions for signal, signs, post striper, and paint; or rents materials, supplies or services required for the work.
Assist in maintenance and repairs of specialized highway equipment, and highway facilities.
Participates frequently by assisting an electrician.
Supervise installation of pedestrian systems, including crosswalks to current ADA standards.
Responsible for written or computed daily work logs including route/location logs and material logs. Acts as an essential personnel and required to respond to emergency call-ins.
Operates light trucks (less than Twenty-Six Thousand Gross Vehicle Weight Rating); tractor-mounted mowers; patch rollers (less than 9 tons); sewer cleaners; wood chipper; maintainers; forklifts and other similar equipment.
Operates heavy trucks (more than Twenty-Six Thousand Gross Vehicle Weight Rating); Aerial lift trucks, snowplows, with wing (OPP); double wing OPP: catch basin vacuum trucks; self-propelled wideners; large pavement rollers (more than 9 tons); self-propelled street sweepers; front-end loaders; backhoes; over the rail mower windrow loaders and other similar equipment.
Operates truck-trailer combinations (requiring Class A commercial driver license); hydraulic excavators; graders; bituminous pavers; bulldozers; truck-mounted pavement striping machines; track loader, rotary snowplows and other similar equipment
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of methods, materials, and tools used in the installation, testing, adjusting, maintaining and repairing of traffic signals.
Thorough knowledge of both federal and state manuals relating to traffic signals and related traffic control devices, including the Manual of Uniform Traffic Control Devices.
Good knowledge of the occupational hazards and safety procedures of the work.
Working knowledge of the principles and practices of supervision.
Mechanical aptitude.
Ability to supervise in a manner conducive to full performance and high morale.
Ability to work independently and with a minimum of direction.
Ability to read and understand written materials, including, but not limited to, job orders, manuals, plans, and diagrams used in traffic signal maintenance work.
Ability to estimate time and material requirements and to lay out work.
Ability to operate motored and powered equipment.
Ability to convert traffic engineering sketches, plans, charts and schedules into traffic signal timings, displays, phases and so on.
Ability to absorb training and understand new equipment and techniques as they become available.
Willingness to work outside under adverse weather conditions.
Willingness to respond to emergencies and perform overtime work.
Willingness to respond to calls on a twenty-four hour basis
Physical condition commensurate with demands of the position.
MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent non-competitive class status as a Highway Sign and Signal Repair Worker II and or Traffic Signal Repair Workers II in OCDOT.
Open Competitive:
Four (4) years of work experience, or its part time equivalent, in the installation, maintenance, and repair of traffic signals, one (1) year of which must have been in a supervisory capacity.
SPECIAL NECESSARY REQUIREMENTS
Possession of Cornell Local Roads Program, Work Zone and Traffic Control for local roads certificate. Eligibility for and continued possession of the certificate is required for employment.
At time of appointment, possession of a valid New York State CDL A with appropriate endorsements/or restrictions, as required by the New York State Department of Motor Vehicles for the class of vehicle(s) being operated. Eligibility for and continued possession of the license is required for employment.
Possession of Excavator Certification is required to perform excavation duties in accordance with New York State General Business Law. Certification must be obtained during the probationary period. Training will commence upon appointment. Eligibility for and continued possession of the license is required for employment.
