DISTINGUISHING FEATURES OF THE CLASS

This is supervisory work involving responsibility for planning and directing the activities of the Bureau of Environmental Services in the City of Syracuse Department of Public Works. Under the direction of a Deputy Commissioner of Public Works, an employee in this class supervises the cleaning of city streets and the removal of brush, debris, and other obstructions. Supervision is exercised over a large number of employees. Does related work as required.

 

Typical Work Activities

Oversees and participates in the activities of employees engaged in the performance of manual tasks.

Leads in, supervises, and inspects the work of a crew involved in routine maintenance, construction, repair or cleaning and pick-up tasks, which depending on area of assignment may be street, road, sewer, water system, building or ground maintenance.

Maintains a constant check of work in progress to ensure that work is done efficiently, on schedule, and according to approved standards.

Instructs subordinates in the use of equipment, tools and materials and related safety precautions.

May operate and supervise the operation of motor equipment or motorized tools in connection with assigned tasks.

Supervises the office clerical functions for the Bureau.

Maintains daily records and prepares necessary reports.

Inspects the work of crews.

Is responsible for daily records or weight slips, bills and other necessary information.

Is responsible for necessary information required by Budget.

Is responsible for daily records on all employees including, but not limited to, hours worked, overtime, injuries, time off and discipline records.

Is responsible for the enforcement of City Sanitation Codes to include: follow-up on citizen complaints, issue notices of violations and follow-up on notices of violation.

Assists the Commissioner in coordinating citywide programs involving cleanup of neighborhood areas.

Recommends revisions to methods of picking up trash and rubbish.

Acts as departmental liaison to neighborhood groups and other City departments on issues involving waste collection, litter and Sanitation Code enforcement.

Supervises snow removal and snow emergency operations.

Supervises winter operations of snow plowing, and salting of bridge decks and other city right of way parcels .

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the various types of materials and equipment used in street cleaning activities.

Thorough knowledge of snow removal and related practices.

Good knowledge of the principles and practices of waste collection and debris removal.

Good knowledge of the principles and practices of supervision.

Ability to effectively plan, schedule and supervise the work of a large number of employees.

Ability to maintain records and prepare reports.

 

Minimum Qualifications:

         Promotion:

Two (2) years of permanent, non-competitive class status in the title of Labor Crew Leader.

Open Competitive:

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's degree and four (4) years of work experience, or its part-time equivalent, in public works administration or construction management, or;

B. Eight (8) years of work experience, or its part-time equivalent, in the *maintenance and cleaning of municipal streets, four (4) years of which must have been in a supervisory capacity.

*Note:  Examples of relevant experience in the maintenance and cleaning of municipal streets are snow removal, brush and leaf collection, road construction, and sweeping and flushing.
