DISTINGUISHING FEATURES OF THE CLASS

                The work involves responsibility for planning, coordinating and directing a variety of projects, as well as overseeing other staff and consultants within the Bureau and the larger Department of Public Works.    Assignments are received verbally or in writing from the Commissioner of Public Works or an administrative superior.  Work is reviewed through administrative oversight from the Commissioner of Public Works.  Supervision is exercised over a number of subordinate employees.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

        Develop and directs short and long range planning activities, transportation projects and staff and consultant activities, and represents the Bureau, both internally and to outside groups.

        Reviews and provides feedback and direction with regard to Bureau staff activities, including research, project management, budgeting and costing and other planning-related items.

        Maintains accurate reports and files for the completion of City, State and Federally mandated reports.   

        Coordinates with other City personnel, and represents the City to outside agencies.

        Directs all consultant activities related to transportation planning and management, including any contracts for Traffic and Transportation Engineering Services or Traffic Management Center         Operations.

           

FULL PERFORMANCE KNOWLEDGE SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

       Thorough knowledge of current principals and accepted practices of transportation planning, urban design and project management.

        Thorough knowledge of current City policies related to transportation, rights-of-way and public works.

        Good knowledge of effective management and organizational practices.

        Good knowledge of workforce organization and management strategies.

        Ability to establish and maintain effective working relationships with a variety internal departments, other governmental agencies, private developers and the general public.

        Ability to communicate clearly, both orally and in writing, and through graphical representation.

        Ability to identify, analyze and develop solutions to encountered problems.

        Ability to create policy recommendations related to transportation, public works and municipal operations, to increase efficiencies and equipment sharing and institute best practices.

        Ability to self-direct personal work, while also overseeing and directing the work of assigned staff and consultants.

 

MINIMUM QUALIFICATIONS

Open Competitive: 

  1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master's degree in Planning, Urban Design, Transportation Planning or Engineering, Architecture, Landscape Architecture or a closely related field and two (2) years of full-time experience, or its part-time equivalent, in transportation planning, municipal operations or project management, one (1) year of which must have been in a supervisory capacity; or,
  2. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's degree in Planning, Urban Design, Transportation Planning or Engineering, Architecture, Landscape Architecture or a closely related field and three (3) years of full-time work experience, or its part-time equivalent, in transportation planning, municipal operations or project management one (1) year of which must have been in a supervisory capacity.
