DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for performing inspections of property to ensure compliance with City of Syracuse solid waste collection and disposal ordinances and other related laws. Inspections are performed on residential dwellings, commercial property and vacant land in response to complaints or requests from residents or property owners, or in the course of a regular inspection schedule. Work is performed under the administrative supervision of the Commissioner of Public Works. Does related work as required.

TYPICAL WORK ACTIVITIES

Performs inspections for the right-of-way for hygienic conditions, potential hazards, and any code, ordinance or local law violations.

Investigates complaints and/or violations of the City of Syracuse Revised General Ordinances, Chapter 14-Health and Sanitation and the Syracuse Property Conservation Code.

Prepares reports of inspections made and violations found; may document specific violations through the use of photography.

Notifies owners or appropriate persons of the nature of violations found and necessary remedial action, and follows up to determine compliance. Applies penalties as required by ordinance.

Engages in public outreach efforts to educate residents and property owners of the ordinances governing solid waste collection and disposal,, including compliance timelines and applicable penalties.

Ensures tasks are completed in a prioritized, timely and professional manner.

Approves qualifications of vendors and authorizes sublet work requirements for solid waste collection.

Works cooperatively with representatives of the Syracuse Division of Code Enforcement, Syracuse Police Department and the Onondaga County Health Department on compliance matters related to solid waste collection and disposal, illegal dumping and other related concerns.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Proficiency in the use of computerized systems, including skill in a variety of computer-based technologies, including databases (specifically IPS), workflows, ticket systems, email and spreadsheets.

Thorough knowledge of municipal departmental operations and their relationship to overall City of Syracuse objectives and goals.

Strong leadership and team management skills.

Ability to establish and maintain effective professional, respectful working relationships with residents, property owners, other City of Syracuse departments, other public agencies, vendors and any other individuals interacted with throughout the course of work.

Ability to review, analyze and interpret data, and to formulate and execute plans of action.

Ability to plan, coordinate and delegate the work of City of Syracuse staff and contractors.

Ability to function independently under administrative supervision.

MINIMUM QUALIFICATIONS

Open-Competitive:

A Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's degree and one year of work experience, or its part-time equivalent, in the inspection, construction, or management of property, which must have been in a supervisory capacity.

B. Three (3) years of work experience, or its part-time equivalent, in the inspection, construction or management of property, one year of which must have been in a supervisory capacity.
