An encumbent in this position is responsible for coordinating school district transportation training programs as well as acting as the Designated Employer Representative (DER) by conducting random drug tests on transportation employees according to New York State Department of Transportation Rules and Regulations. Work is performed under the general supervision of an administrative director with leeway allowed for exercising independent judgement. Does related work as required.
Coordinates assigned school districts’ compliance with NYS Department of Transportation Regulations.
Arranges and conducts random drug tests for school districts in accordance with NYS DOT Regulations.
Coordinates Instructors.
Keeps accurate records of confidential information.
Exercises authority to remove an employee from safety sensitive functions either directly or by having the employee’s supervisor effect removal.
Makes frequent field visits to various school districts throughout NYS.
Interprets the NYS DOT Rules and Regulations
Confers with NYS DOT, NYS Pupil Transportation or NYS Department of Motor Vehicles as needed.

Good knowledge of NYS Department of Motor Vehicles Section 49 CFR Part 40 Procedures for drug and alcohol testing.
Good knowledge of transportation safety methods.
Good knowledge of traffic laws and automotive safety procedures.
Ability to organize and conduct safety and training programs.
Organizational skills.
Ability to operator a computer.
Ability to communicate effectively with others in high level stressful situations.
Ability to understand and follow oral and written instructions.
Ability to prepare written reports.
Ability to drive.
A high school diploma, GED or equivalent and one (1) year work experience, or part-time equivalent, as a Medical Assistant, Nurse Aide, or Lab Assistant.
Successful completion as a certified Collector as required by NYS Department of Transportation Regulations (Part 40) which includes completion of a qualification training program and proficiency demonstration.
