DISTINGUISHING FEATURES OF THE CLASS
This class will serve as the manager of all Food Services operations in the County's Correction Department. Work in this class is performed at a second level managerial capacity under the supervision of the Assistant Commissioner for Management and Administrative Services. This class will require significant interaction with various Assistant Commissioners, the Commissioner and numerous outside agencies and vendors. This position will exercise direct supervision over assigned subordinate personnel.
TYPICAL WORK ACTIVITIES
Directs Food Services programs, activities and operations of correctional facilities.
Works with respective Assistant Commissioner to develop and implement policies and procedures to insure state-of-the-art menu preparation, food preparation, food service and proper sanitary clean up of two food service operations.
Develops and plans regular and special diets for the inmate population that meet or exceed all minimum American Dietary Association dietary and nutritional qualities.
Supervises the preparation of all purchase requisitions and other purchasing instruments for the required purchase of food stock on an ongoing basis.
Prepares all necessary and required paperwork and applications to insure the receipt of available government surplus food items.
Supervises the preparation of balanced meals in the most cost effective manner possible utilizing civilian and/or inmate labor insuring at all times strict quality controls.
Designs and implements a culinary arts training program that will prepare inmates working in the Food Service unit for entry level food services positions upon their release from incarceration.
Provides special and/or medically prescribed meals and/or snacks from time to time, as required.
Maintains, at all times, complete, accurate inventories of all expendable and non-expendable food products.
Takes responsibility for all Food Services operations at the correctional facility.
May act as departmental Sanitation Specialist for insurance of codes compliance in all areas of the facility.
Insures that there is proper sanitation and sanitary conditions of the work area, feeding area and all related personnel.
Provides a high level of security and control over inmate workers and the food service area.
Performs all other related duties as prescribed by the Assistant Commissioner for Management and Administrative Services.
Oversees the operation of a staff dining room where food is sold to employees and visitors.

Thorough working knowledge of Correctional Food Services Operations and Management.
Thorough working knowledge of modern dietary and nutritional theory and practices as they relate to operating of a Correctional Food Service Program
Thorough working knowledge of all laws, rules and regulations as they relate to Food Services Management.
Thorough knowledge of the various codes, rules and regulations promulgated by the New York State Departments of Agriculture and Health as they impact on institutional food service programs.
Ability to facilitate professional growth and career development among subordinate staff.
Ability to establish and maintain an effective work relationship with peers, supervisors, subordinates and inmate workers.
Ability to organize and supervise operations within correctional facilities.
Ability to speak clearly and effectively with peers, subordinates, supervisors and inmate workers.
Ability to prepare and communicate clear, concise and comprehensive oral written reports and directives.
Ability to observe, record and evaluate activities against Departmental objectives and take remedial action where required.
Ability to evaluate subordinate staff and inmate workers in the performance of their duties and attendance and take remedial action where required.
Ability to provide for and insure a high level of security and control over inmate workers and the food service area.
A working knowledge of modern correction practices and procedures especially those related to food services.
A working knowledge of laws relating to pre and post trial detention of inmates, inmate security, especially as they relate to food services.
Physical condition commensurate with the demands of the position.
Two (2) years of permanent, competitive class status as an Assistant Food Service Manager.
A. Graduation from a regionally accredited or New York State registered college or university with an Associate's degree in food service administration, institution of food management, culinary arts, or a field closely related to the aforementioned and five (5) years of work experience, or its part time equivalent, in large-scale food preparation, menu preparation, and service in an institution, two (2) years of which must have been in a supervisory capacity; or,
B. Seven (7) years of work experience, or its part-time equivalent, in large scale food preparation, menu preparation, and service in an institution, two (2) years of which must have been in a supervisory capacity; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
