This is semi-skilled and unskilled manual work performed in the fabrication,

erection, maintenance and repair of electrically operated traffic signal heads, controllers, foundations, conduits, poles and so on. The nature of the work requires considerable strength and agility. Some assignments may require skill readily

learned on the job. Many tasks are routine and once learned can be performed without difficulty and under general supervision. Assignments are typically received in verbal form and may be supplemented by sketches. All work is subject to inspection in progress and upon completion by supervisory personnel. The nature of the work may require employees to work emergency situations at odd hours and to be scheduled for emergency calls during non-working hours.

When assigned to Onondaga County Department of Transportation, employees in this class also perform a variety of tasks involved in both the fabrication, erection and maintenance of traffic signs and the painting of road markings. When assigned to the City of Syracuse Department of Public Works, employees in this class typically do not perform this function, except in emergency situations where highway safety is in jeopardy. In the city, Traffic Maintenance Workers typically perform traffic sign fabrication, erection and maintenance and line painting. The latter classification typically does not perform traffic signal installation, maintenance and repair. Does related work as required.




Performs excavation and installation work for traffic signal foundations and associated conduits, ground rods, related traffic signs, special devices and so on.

Performs or assists others in the installation, removal and maintenance of traffic signal poles, guy wires, electrical wires, signal heads, control cabinets, loop detectors and wires, grouting material, actuation equipment and related devices.

Reads and interprets simple plans, manuals and diagrams.

Assists senior personnel to learn more complicated traffic signal repair techniques.

May perform tasks associated with traffic signal work which involve applications of welding, carpentry or masonry.

May operate tools utilized in traffic signal work such as concrete saws and related hand or powered tools.

May operate motor equipment in performance of work of assigned agency.

May engage in construction work and heavy digging using picks, shovels, compressors and jackhammers.

May assist senior personnel in maintaining inventory of traffic signal parts.

May record routine and emergency work on daily worksheets and/or electronic media.

May perform maintenance or repair work upon equipment or tools used in the work.


When Assigned to Onondaga County Department of Transportation:


Fabricates, erects, maintains and repairs traffic signs and other traffic control devices.

Operates vehicles used to paint road markings.

Designs or assists in designing speciality signs for unique road problems and situations.

Travels county roads looking for damaged, faded, downed or missing road signs.

Clears brush and trees around traffic signs to ensure proper sight distances for the motoring public.

Erects poles to which the appropriate sign is attached; removes obsolete or damaged traffic signs.

Assists in setting up detours and other emergency traffic signs during road construction, maintenance and emergency situations; sets traffic counters.

When Assigned to Onondaga County Department of Transportation, Cont.


Performs maintenance and painting of public buildings, fixtures and equipment.

Applies markings to county vehicles and equipment such as vehicle numbers and department logo.

Performs safety checks and preventative maintenance on vehicles and equipment.

Assists in maintaining records and work orders for signs that are fabricated, ordered and installed.

Assists in maintaining inventory and orders supplies for fabricating and installing signs and for various painting and road-striping activities.

Operates necessary motor equipment in snow removal activities.




Working knowledge of methods, materials and tools used in the installation, maintenance and repair of traffic signals and related traffic control devices.

Working knowledge of the occupational hazards and safety precautions of the work.

Working knowledge of the Manual of Uniform Traffic Control Devices relating to traffic signals and related traffic control devices.

Mechanical aptitude.

Skill in the manipulation and care of tools used in the work.

Ability to learn and apply basic principles of electricity, electronics and mechanics to installation, maintenance and repair of electrically operated traffic signals.

Ability to operate motor, powered and manual equipment.

Ability to follow oral and written instructions.

Ability to perform work safely for benefit of co-workers, the motoring public and passers-by.

Physical condition commensurate with the demands of the position.




A. One (1) year of work experience, or its part-time equivalent, in the installation, maintenance and repair of traffic signals and their auxiliary control

devices; or,

B. One (1) year of work experience, or its part-time equivalent, in the maintenance and repair of commercial electronic equipment; or,

C. One (1) year of post secondary education in electrical or electronic technology or a closely related field; or,

D. One year (1) year of work experience, or its part-time equivalent in a highway department, which includes one (1) full season performing installation and maintenance of traffic control devices such as road signs, sign posts, signals, signal posts, road markings and related items used in traffic control; or,

E. An equivalent combination of training and experience as defined by the limits of (A), (B), (C) and (D) above.




When required to operate motor vehicles, employees must possess a valid non-CDL or CDL with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle(s) being operated. Eligibility for and continued possession of the license is required for employment.


Possession of Excavator Certification is required to perform excavation duties in accordance with New York State General Business Law. Certification must be obtained during the probationary period. Training will commence upon appointment. Eligibility for and continued possession of the license is required for employment.
