DISTINGUISHING FEATURES OF THE CLASS

Work involves responsibility for providing oversight of divisions with primary responsibility for Federal Aviation Administration (FAA) Part 139 compliance. The incumbent is responsible for effectively planning, developing, implementing, directing, monitoring, and assessing all systems, equipment, and safety protocols needed to fully conform to FAA Part 139 and other applicable federal, state, and local regulations. This position directly supervises Airport Maintenance and Operations staff. Work is performed under the general direction of the Executive Director, who allows the incumbent independence in planning and implementation of procedures. Does related work as required.

 

 

TYPICAL WORK ACTIVITIES

Directs the implementation of all FAA Part 139 regulatory compliance initiatives.

Maintains and updates the Airport Certification Manual.

Evaluates inspection records and reports and updates procedures to improve and promote compliance.

Monitors, reviews, and updates airport policies in order to anticipate and make corrections as needed. Assesses existing systems and equipment for optimal performance and makes recommendations regarding related upgrades and purchases.

Oversees Geographical Information Specialist.

Reviews inspection results and takes action to correct any deficiencies.

Directs the divisions of Maintenance and Operations and harmonizes efforts to conform to regulations.

Acts as liaison with the Syracuse Fire Department’s Aircraft Rescue and Fire Fighting (ARFF).

 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of FAA Part 193 and all other Federal, State and local regulations regarding airport operations.

Thorough knowledge of the principles and practices of airport operations.

Ability to delegate responsibilities and to plan, organize and coordinate the work of subordinates.

Ability to establish and maintain effective working relations with agencies, public officials, local air carriers and the general public.

Ability to read and interpret plans and specifications.

 

 

MINIMUM QUALIFICATIONS

1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in Aviation Management, public administration, or a related field; and three (3) years of professional level supervisory work experience, or its part-time equivalent, in Aviation Management, Regulatory Compliance, or a related field, at a commercial airport (classified Part 139), or;
    

2. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's Degree in Business Management or a related field and eight (8) years of professional level supervisory work experience, or its part-time equivalent, five (5) years of which must have been in a professional, supervisory level in Aviation Management, Regulatory Compliance, or a related field, at a commercial airport (classified Part 139).
