DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for supervising all installation, testing, adjusting, maintenance, removal and repair of traffic signals and related control devices. In addition to supervisory responsibilities, the incumbent performs installation, maintenance and repair tasks beyond the skill of subordinate personnel, inclusive of emergency situations. Work is performed under general supervision of an administrative superior with leeway allowed for assuming full technical responsibility for traffic signal maintenance and supervising the work of a number of subordinate personnel involved in the installation and maintenance of traffic control devices. Does related work as required.
Supervises installation, testing, adjusting, maintenance, removal and repair of traffic signals and related traffic control devices.
Supervises the fabrication, erection, maintenance and repair of traffic signs and other traffic control devices.
Supervises the operation of vehicles used to paint road markings, and the lay out of proper road markings.
Lays out intersections for traffic signal installation such as signal alignment in proper lanes, pole locations, vehicle detector locations, stop lines and intersection signage.
Inspects signals for purposes of identifying malfunctions, to determine sequence of repair or to ensure work conforms to department or manufacturer standards.
Utilizes hand and powered tools and test equipment in performing traffic maintenance duties and may perform maintenance or repair tasks upon tools and equipment used in signal maintenance work.
Serves as department liaison to the general public, police agencies, utility companies and county legislators and attorneys in response to questions, complaints or emergency situations.
Inventories materials and supplies and requisitions or rents materials, supplies or services required for the work.
Maintains daily log book and maintenance records.
Operates motor equipment in performance of duties related to work of assigned agency.
Operates necessary motor equipment in snow removal activities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of methods, materials, and tools used in the installation, testing, adjusting, maintaining and repairing of traffic signals.
Thorough knowledge of both federal and state manuals relating to traffic signals and related traffic control devices, including the Manual of Uniform Traffic Control Devices.
Good knowledge of the occupational hazards and safety procedures of the work.
Working knowledge of the principles and practices of supervision.
Mechanical aptitude.
Ability to supervise in a manner conducive to full performance and high morale.
Ability to work independently and with a minimum of direction.
Ability to read and understand written materials, including, but not limited to, job orders, manuals, plans, and diagrams used in traffic signal maintenance work.
Ability to estimate time and material requirements and to lay out work.
Ability to operate motored and powered equipment.
Ability to convert traffic engineering sketches, plans, charts and schedules into traffic signal timings, displays, phases
and so on.
Ability to absorb training and understand new equipment and techniques as they become available.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent non-competitive class status as a Traffic Signal Repair Worker II.
Open-Competitive:
Four (4) years of work experience, or its part time equivalent, in the installation, maintenance, and repair of traffic signals, one (1) year of which must have been in a supervisory capacity.
When required to operate motor vehicles, employees must possess a valid non-CDL or CDL with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle(s) being operated. Eligibility for and continued possession of the license is required for employment.
