DISTINGUISHING FEATURES OF THE CLASS
The work involves the responsibility for scheduling and supervising semi- skilled and unskilled employees performing the installation, maintenance and repair of traffic control devices, and the installation, repair and replacement of parking meters. Under general supervision, an employee in this class plans, schedules and assigns work to crews, giving specific instructions regarding all but routine work. The work of crews is inspected in progress and on completion. The work also involves responsibility for the maintenance and repair of city administered parking lots and garages. Traffic maintenance work is distinct from traffic signal repair work in that the former involves minor construction and mechanical work regarding traffic signs and signals, but does not involve any electrical or electronic repair or maintenance of traffic signals or electronic traffic control devices. Assignments are received both orally and in written form. Work is subject to review in progress and on completion. Does related work as required.
TYPICAL WORK ACTIVITIES
Assigns, schedules and supervises crews in the installation, maintenance and repair of signs and road markings.
Supervises the fabrication of parking signs, traffic control signs, street name signs and various specialty signs by silk screening methods and hand lettering methods.
Coordinates activities with departmental employees to set up detours and emergency traffic signs as required by road construction of emergency situations, or for the laying of asphalt after traffic signal installations.
Supervises the maintenance of traffic maintenance equipment.
Supervises the installation and maintenance of parking meters and performs some maintenance when required.
Collects monies and fees from parking meters and other facilities on an emergency-only basis.
Supervises the installation and maintenance of traffic sign and road markings for parking facilities.
Maintains an inventory and orders sign blanks, pre-fabricated signs and other sign fabrication and installation material.
Maintains records, and work orders and all other related paperwork for areas of responsibility.
Trains, supervises and instructs employees in all areas of control and responsibility.
Handles emergency situations.
Drives truck or other work vehicle to work site.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of traffic control devices and regulations as they relate to the Syracuse Traffic Code and the New York State Manual of Uniform Traffic Control Devices.
Good knowledge of the methods, materials and equipment used in the installation and maintenance of traffic control devices.
Good knowledge of modern techniques in the fabrication of traffic control signs and markings.
Good knowledge of the methods, techniques and equipment used in parking meter installation and repair.
Good knowledge of the occupational hazards and safety precautions associated with the work.
Ability to effectively plan, assign, schedule, and supervise the work of work crews and equipment.
Ability to understand and follow written and oral instructions.
Ability to complete simple forms and records.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Three (3) years of work experience, or its part-time equivalent, in sign fabrication or in the installation and maintenance of traffic control devices, such as street signs, sign posts, road markings, parking meters and related items used in traffic control.
Possession of a valid driver's license issued by the New York State Department of Motor Vehicles at time of appointment.
