The work involves responsibility for planning, implementing and supervising housing rehabilitation and construction programs in the Onondaga County Community Development Office. An employee in this class develops work plans, distributes work assignments, supervises the preparation of inspection reports, oversees the monitoring of bidding procedures and contractor performance, evaluates program activities, and develops procedure and policy recommendations. The Project Coordinator (Community Development) analyzes available resources and budget allocation along with community needs and develops outreach plans. Work is performed under the general supervision of the Director of Community Development with leeway allowed for the use of independent judgment in the conduct of program operations. Supervision is exercised over a number of professional and paraprofessional employees. Does related work as required.
Oversees the overall performance of the residential rehabilitation and new construction staff consisting of a moderately sized unit of rehabilitation inspectors and specialists, and paraprofessional staff.
Distributes work assignments and directs, reviews, and supervises work and reports done by housing rehabilitation staff.
Provides technical direction and guidance to staff; updates staff on changes in legislation and regulations.
Interprets program policies and regulations; disseminates policy decisions.
Develops and implements project goals, objectives, and activities related to Community Development housing and construction programs and funding.
Establishes uniform policies and procedures for the implementation of housing rehabilitation and construction programs; prepares and maintains written policy and procedure handbooks, as well as all required forms.
Develops standardized methods for intake and approval of applications, inspection of homes, selection and certification of contractors, preparation and review of cost estimates and work reports, record keeping, monitoring and evaluation.
Conducts staff meetings to discuss program performance.
Troubleshoots and mediates disputes between home owners, contractors, and/or inspectors, involving faulty work, missed deadlines, cash flow problems, unrealistic expectations, or misunderstandings.
Evaluates the purchase of vacant houses under the home ownership program and makes recommendations regarding purchases.
Makes presentations to a variety of community, municipal and civic organizations regarding the availability of housing rehabilitation and home ownership opportunities.
Assists Housing Rehabilitation Specialists in the development of media campaigns to publicize programs and services.
Prepares advertisements and press releases for newspapers.
Develops and monitors a budget for the office in consultation with the Director of Community Development.
Works closely with department’s subgrantees.
Acts as a liaison between county departments and agencies and other local housing rehabilitation programs to coordinate benefits.
Attends seminars and reviews information on all available housing rehabilitation programs.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices and methods utilized in housing rehabilitation and building construction.
Thorough knowledge of local, state and federal (HUD and EPA), Lead and Healthy Homes regulations.
Good knowledge of federal and state funded housing rehabilitation or construction programs and criteria for eligibility.
Good knowledge of the policies and procedures of supervision.
Good knowledge of the methods and practices in the preparation of cost estimates for building and/or rehabilitation.
Good knowledge of building and housing codes and inspection procedures.
Analytical thinking.
Ability to apply program rules, regulations and guidelines in the planning and development of program objectives and activities.
Ability to direct and supervise the work of subordinate staff.
Ability to prepare project plans, schedules and a detailed operating budget.
Ability to establish and maintain cooperative working relationships with local and state officials, private contractors, homeowners and employees.
Ability to gather and analyze information and draw logical conclusions.
MINIMUM QUALIFICATIONS
PROMOTION:
Two (2) years of permanent competitive class status in the title of Housing Rehabilitation Supervisor, or,
B. Three (3) years of permanent competitive class status in the title of Housing Rehabilitation Specialist.
OPEN COMPETITIVE:
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and three (3) years of professional level work experience in the implementation of a housing rehabilitation or construction program in a community development or other government program; or,
B. Graduation from a regionally accredited or New York State registered college or university with an associate’s degree and five (5) years of professional level work experience in the implementation of a housing rehabilitation or construction program in a community development or other government program; or,
C. Seven (7) years of paraprofessional work experience of which three (3) years must have been professional level work experience as defined in (A) above.
