DISTINGUISHING FEATURES OF THE CLASS

        This is supervisory work involving responsibility for planning and directing the activities of the Bureau of Street Cleaning in the City of Syracuse Department of Public Works.  Under direction of the Deputy Commissioner of Public Works, an employee in this class supervises the cleaning and flushing of city streets and the removal of brush and leaves and other obstructions.  During winter months, an employee in this class supervises snow removal operations.  Work is reviewed through conferences, reports and occasional observation, with wide leeway allowed for the exercise of independent judgment.  Supervision is exercised over a large number of employees.  Does related work as required.

TYPICAL WORK ACTIVITIES

 Plans and directs the activities of employees engaged in the sweeping, scraping, and flushing of streets.

 Plans and directs the removal of brush and leaves and other obstructions.

 Supervises winter operations of snow plowing, and salting and sanding of streets.

 Schedules the work activities of a large number of employees.

 Supervises care and operation of street cleaning tools and equipment.

 Maintains records and prepares reports on completed activities.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 Thorough knowledge of the standards, techniques and methods of street cleaning and flushing.

 Thorough knowledge of the various types of materials and equipment used in street cleaning activities.

  Thorough knowledge of snow removal and related practices.

  Good knowledge of the principles and practices of supervision.

  Ability to plan, schedule and supervise effectively the work of a large number of employees.

  Ability to maintain records and prepare reports.

     

MINIMUM QUALIFICATIONS

Promotion:

      Two (2) years of permanent competitive class status in the title of Assistant Superintendent of Street Cleaning.

Open-Competitive:

      A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's degree and four (4) years of work experience, or its part-time equivalent, in public works administration or construction management, or;

      B.  Eight (8) years of work experience, or its part-time equivalent, in the maintenance and cleaning of municipal streets*, four (4) years of which must have been in a supervisory capacity.

 

*Note:  Examples of relevant "maintenance and cleaning of municipal streets" experience are snow removal, brush and leaf collection, road construction, and sweeping and flushing.
