DISTINGUISHING FEATURES OF THE CLASS
The work involves assisting in the overall supervision of maintenance and custodial activities at Syracuse Hancock International Airport. The nature of the work requires assisting in planning and supervising maintenance, cleaning, and repairs to buildings, facilities, equipment and runways. This class is distinct from Airport Maintenance Crew Leader by virtue of its greater responsibility for planning and supervising work as well as leading and participating in the work. General supervision is received from the Airport Maintenance Supervisor with some leeway allowed for use of independent judgment in supervising the work of a small number of Airport Custodial and Maintenance Crew Leaders as well as a large number of subordinate custodial, maintenance, and skilled trades people. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists in planning, directing, and supervising maintenance, repairs, and cleaning to airport buildings and related facilities and appurtenances.
Supervises the work of crew leaders by monitoring their assignments to subordinates as well as work performed in groundskeeping, equipment operation, and reporting work progress.
Conducts employee orientation and reorientation programs in the safe operation of equipment, safety procedures, field orientation and reorientation and proper radio procedures,
Acts for and in the place of the Airport Maintenance Supervisor in the latter's absence.
Acts as liaison with tenants and concessionaires of airport by following up on complaints and problems related to maintenance.
Estimates operational costs and related expenditures concerning maintenance program.
Maintains inventory and requisitions building maintenance and cleaning materials, supplies and equipment.
Inspects building and equipment for safety, fire hazards and cleanliness.
Occasionally operates snow removal and other heavy equipment.
FULL PERFORMANCE KNOWLEDGES, SKTLLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the rules and regulations regarding the use and operation of an airfield, as well as airport facilities;
Good knowledge of Federal Aviation Regulation Part 107and Part 139;
Good knowledge of the work rules and labor contracts involving employees;
Good knowledge of methods, materials, and equipment used in buildings and grounds maintenance;
Good knowledge of principles and practices of supervision;
Ability to plan and supervise the work of others in a manner conducive to full performance and high morale;
Ability to relate well to the public;
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFTCATIONS
Promotion:
One (1) year of permanent competitive class status as an Airport Maintenance Crew Leader or Custodial Crew Leader.
Open Competitive:
Three (3) years of maintenance work in one (1) or more of the building or mechanical trades at least one (1) year of which must have been in airport maintenance work and one (1) year of which must have been in a supervisory capacity.
SPECIAL NECESSARY REQUIREMENT
When required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL, including any special endorsements, as required for the type of vehicle being operated.
