The work involves responsibility for planning, directing and supervising both custodial and maintenance/repair activities of the airfield/facilities owned by the City of Syracuse Department of Aviation. Direct supervision is received from the Airport Operations Officer. Supervision is exercised over maintenance/custodial personnel, as well as their respective crew leaders, and skilled trade workers.
Does related work as required.
Supervises necessary repairs and maintenance programs to all airport buildings, airfield equipment, runways, taxiways, etc., under the direction of the Airport Operations Officer.
Inspects buildings and grounds and schedules repairs and maintenance as needed.
Directs and coordinates repair and preventative maintenance to vehicle fleet and building equipment including detailed record keeping.
Supervises and inspects work of all maintenance/custodial personnel and their respective crew leaders, as well as the work of skilled trade employees.
Enforces citywide work rules and labor contracts between the city and various bargaining units.
Coordinates with Operations Division and directs snow removal operations.
Requisitions supplies and materials and keeps inventory of such.
Coordinates maintenance and custodial activities with the Airport Operations Officer to comply with the requirements set forth by the Airport Certification Manual and Wildlife Hazard Management Plan, etc.
Occasionally operates snow removal and other heavy equipment.
Thorough knowledge of the rules and regulations regarding the use and operation of an airfield, as well as airport facilities.
Thorough knowledge of the work rules and labor contracts involving employees.
Thorough knowledge of Federal Aviation Regulation Part 107 and Part 139.
Good knowledge of methods, materials and equipment used in large-scale buildings and grounds maintenance.
Ability to effectively plan, direct and supervise work of subordinates.
Ability to prepare concise reports; keep records.
Ability to read and interpret plans and specifications.
Ability to administer airfield and airport facilities programming under the guidance of the Airport Operations Officer.
Physical condition commensurate with the demands of the position.
Promotion:
One (1) year of permanent competitive class status as an Assistant Airport Maintenance Supervisor; or,
Two (2) years of permanent competitive class status as an Airport Maintenance Crew Leader, or Custodial Crew Leader.
Open Competitive:
Five (5) years of maintenance work experience, or its part time equivalent, in one (1) or more of the building or mechanical trades at least two (2) years of which must have been in airport maintenance work, and one (1) year of experience therein must have been in a supervisory capacity.
When required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL including any special endorsements as required for the type of vehicle being operated.
