The work involves responsibility for assisting in the direction and planning of the operations of the Bureau of Sewers and Streams through the performance of administrative activities as well as coordination and supervision of technical activities. Assistant Superintendent of Sewers and Streams is distinguished from the Superintendent by the latter's overall responsibility for operations. Work is received and reviewed in consultation with the Superintendent of Sewers and Streams. General supervision is exercised over a substantial number of supervisory and non-supervisory personnel engaged in sewer and stream maintenance. Does related work as required.
Acts for Superintendent in the latter's absence.
Performs administrative functions in the areas of personnel management and record keeping, budget analysis, equipment purchases and in specification writing and safety practices.
Performs personnel procedures by reviewing employee time sheets in the distribution of the payroll, as well as assisting in the handling of disciplinary problems between crew leaders and subordinate employees.
Prepares documents for budget review by estimating the operating expenses.
Reviews expenditures to insure compliance with fiscal and budgetary limitations.
Formulates equipment material specifications for capital investments and materials for bidding contracts.
Assists in the development and initiation of comprehensive safety programs by developing safety procedures, and insuring their proper implementation.
Reviews and evaluates current operating procedures to insure compliance with safety standards and regulations.
Researches ways to improve the quality as well as the productivity and safety of sewer maintenance through the development and implementation of new operating procedures.
Assists in supervising a substantial number of subordinate personnel engaged in sewer and stream maintenance such as sewer maintenance workers, masons, motor equipment, operators and closed circuit TV operators by assigning work and reviewing work in progress and upon completion.
Coordinates the use of closed circuit televisions to inspect, analyze and evaluate the quality and condition of sewer lines by determining which sewer lines need immediate attention, and by establishing schedules of sewer inspections.
Assists in supervising the servicing of sewer complaints from the public.
Assists in the formulation of contracts with private consulting engineers.
Thorough knowledge of the principles and practices of administration, inclusive of personnel management, budget analysis and productivity.
Good knowledge of the practices and procedures of sewer construction, sewer and stream maintenance, cleaning and inspection.
Good knowledge of methods, materials, and equipment used in construction and maintenance of sanitary and storm sewer lines and collection systems used in urban areas, inclusive of safety rules and regulations and practices.
Good knowledge of the principles and practices of supervision.
Ability to coordinate and schedule work assignments.
Ability to plan, direct and supervise the work of a substantial number of employees.
Ability to plan productivity and safety programs relating to sewer and stream maintenance.
Ability to read and interpret sewer equipment specifications.
Ability to prepare and maintain written material.
Physical ability commensurate to the demands of the position.
Promotion:
Three (3) years of permanent non-competitive class status in the title of Sewer Maintenance Crew

Open Competitive:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree, and two (2) years of work experience, or its part time equivalent, in public works administration or;
B. Six (6) years of work experience, or its part time equivalent, in sewer and stream maintenance, three (3) years of which must have been in a supervisory capacity, or;
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
When required to operate motor vehicles, possession of a valid non-CDL or CDL with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle being operated.
