The work involves responsibility for the effective and efficient operation, scheduling and supervision of the work activities of the water meter repair and meter reading units of the Onondaga County Water Authority and the City of Syracuse Water Department. Direct supervision is exercised over a number of water meter repair workers and meter readers. The primary responsibility is to schedule and direct the daily activities of the work crews; however, an employee in this class is also responsible for receiving and investigating customer complaints, shipping and receiving meters and supplies as well as the testing and repair of complex industrial and residential meters. An administrative superior reviews work through conferences and review of reports. An employee in this class supervises a large number of water meter repair workers and meter readers. The employee, depending on workload and staffing requirements may perform the work of lower classifications within the job family as the need arises. Does related work as required.
Schedules the installation of industrial and residential water meters and assigns and schedules staff to perform the task.
Assigns staff to perform field and/or shop testing of industrial and residential meters in order to have their efficiency and accuracy determined.
Trains employees in the techniques, procedures and equipment used in meter repair and calibration; keeps abreast of new developments in equipment or technique and provides training for new or changed procedures.
Maintains a perpetual inventory of meter stock; requisitions parts and supplies
Supervises, assigns and schedules work of a large number of meter repair and meter reading staff.
Evaluates job performance of staff.
Supervises and assists in the installation of more complex industrial meters.
Follows up service contacts to insure that the meter is properly working.
Investigates and answers complaints regarding service performed.
Maintains records of meter installation and repair, staff assigned and equipment and materials used and other records as needed to administer the program.
May perform water pressure tests, and the testing and repair of meters as needed.
Answers customer questions and complaints regarding appointments, installations or service and takes necessary action to insure customer satisfaction.
Thorough knowledge of the operation, repair, maintenance and testing of water meters and their internal mechanisms.
Good knowledge of tools and techniques used in meter testing, maintenance and repair.
Good knowledge of the principles of hydraulics relating to water measurement.
Working knowledge of the methods and practices of record keeping.
Working knowledge of the methods and practices of supervision.
Skill in the mechanical repair and maintenance of water meters.
Ability to schedule and review the work of subordinates and supervise in a manner conducive to full performance.
Ability to read complex water meters, use measuring devices and test equipment.
Ability to deal in an effective, yet courteous manner with customers and the general public.
Ability to supervise a large staff of meter repair workers and meter readers.
Physical condition commensurate with the demands of the position.

One (1) year of permanent competitive class status in the title of Assistant Water Meter Repair Supervisor.
Open Competitive:
Three (3) years of work experience, or its part time equivalent, in the installation, maintenance and repair of industrial and/or residential water meters.
When required to operate motor vehicles, employees must possess a valid Non-CDL or CDL with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle(s)) being operated.
