DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for planning, scheduling, and supervising the installation, maintenance and repair activities of the Onondaga County Water Authority. The primary responsibility is to establish and implement an effective maintenance and repair program to meet the daily needs of the agency. An employee in this class works under the general supervision of the Executive Engineer.

Assignments are received from the Executive Engineer through conference or memoranda. Direct supervision is exercised over the Assistant Water Maintenance Supervisor, and general supervision is exercised over a number of Water Maintenance Crew Leaders. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Plans and schedules the activities of water maintenance crews to insure the most efficient and safe use of equipment and employees.

Interprets maps, plans and specifications as they relate to the maintenance and repair of a water distribution system.

Supervises and inspects at job site when necessary.

Recommends to supervisor replacement of vehicles and equipment used in the section.

May prepare and authorize purchase requisitions for stock.

Evaluates the work performance of subordinates by observation and review of reports.

Maintains a variety of records relating to main locations, materials, vehicle maintenance and personnel.

May train and instruct subordinates in new water system maintenance and repair techniques.

Prepares Distribution Department annual Maintenance and Operation budget, annual Capital budget and department Goals & Objectives.

Prepares bid specifications for construction equipment, materials and services.

Insures departmental compliance wit all applicable safety regulations.

Interviews and recommends candidates for department job vacancies

Works with the highway maintenance supervisors of the water service areas to coordinate maintenance activities.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Thorough knowledge of the principles, practices, materials equipment used in the construction and maintenance of a water distribution system.

Thorough knowledge of the preventive measures taken to eliminate work related accidents.

Working knowledge of the methods and practices of supervision.

Working knowledge of methods and practices of record keeping.

Ability to read and interpret plans, blueprints and maps as they relate to a water distribution system.

Ability to effectively plan and assign the work of subordinates.

Ability to supervise subordinates in a manner conducive to full performance and good morale.

Ability to use computer spreadsheets and word processing equipment.

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

 

Promotion:

 

One (1) year of permanent competitive class status as an Assistant Water Maintenance Supervisor immediately preceding the date of examination.

 

Open Competitive:

 

Six (6) years of full time work experience in the maintenance and construction of a water distribution system, two (2) years of which must have been in a supervisory capacity.
