The work involves responsibility for supervising the maintenance and cleaning of streams and detention basins within Onondaga County drainage districts. Under the general supervision of the Sewer Maintenance Superintendent, an employee in this class is responsible for developing and coordinating the maintenance and cleaning of streams, creeks, brooks and detention basins within assigned drainage districts of Onondaga County. Work includes the directing and coordinating of daily stream maintenance procedures and responding to reports of flooding or stream blockages. Work performed is reviewed by reports and occasional inspection of jobs in process or upon completion. General supervision is exercised over a Stream Maintenance Crew Leader, a number of Stream Maintenance Worker's I and II, and Motor Equipment Operators. Does related work as required.
Supervises the maintenance and cleaning of streams, creeks, detention basins and brooks within the County by devising and implementing a schedule of stream and maintenance procedures to insure proper operation and maintenance of same.
Directs work by assigning drainage areas to be patrolled and inspected daily and by assigning maintenance work to be performed.
Assists workers in determining equipment and methods to be used in clearing obstructions, maintaining proper water flow, and preventing flooding.
Receives, reports and follows up on complaints by supervising the implementation of maintenance procedures regarding stream flooding of blockages.
Observes and reports on industrial pollution of streams.
Supervises and advises workers in the proper use and safe operation of equipment such as bulldozers, backhoe loaders, winches, chain saws, and other related equipment.
Writes, files and maintains detailed records of all department inspections, projects and activities.
Submits periodic oral and written reports of activities performed, equipment usage, project completed, and hours worked.
Recommends conditions and situations to be handled by contractors because of nature of situation or lack of equipment.
Supervises proper care and maintenance of stream maintenance equipment.
Recommends purchase of equipment needed to perform work efficiently.
Thorough knowledge of the practices and procedures of stream maintenance and cleaning.
Thorough knowledge of the tools and equipment used in stream maintenance, such as bulldozers, winches, tractors, loaders, dump trucks, chain saws, hand tools, and all other equipment used in stream maintenance.
Good knowledge of principles and practices of supervision.
Ability to organize, schedule, and supervise the activities of subordinates in a manner conducive to full performance and good morale.
Ability to communicate effectively with the public.
Ability to keep accurate records and prepare reports.
Promotion:
One (1) year of permanent competitive class status in the title of Stream Maintenance Crew Leader.
Open Competitive:
Three (3) years of work experience, or its part-time equivalent, in the inspection and maintenance of streams, at least one (1) year of which must have been in a supervisory capacity.
At time of appointment, possession of a Class A or Class B Commercial driver's license (CDL) with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle being operated.
