DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for planning, directing and overall supervision of the activities of the Bureau of Sewers and Streams at the City of Syracuse Department of Public Works. Supervision is received from an administrative superior who allows the incumbent independent judgment and initiative in all areas concerning the cleaning, maintenance and repair of severs and streams of the city. General supervision is exercised over all employees of the Bureau including Sever Maintenance Crew Leaders, Motor Equipment Operators, Sewer Maintenance Workers, and Laborers. The work is subject to a periodic review by the Commissioner of Pubic Works or a representative. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Plans and directs the work of employees engaged in general cleaning and maintenance of storm and sanitary sewers.

Plans and directs the repair of catch basins, mains and lateral retaining walls.

Plans and directs cleaning of creeks and streams.

Supervises directly all excavations requiring shoring of sides of excavations.

Inspects operations of various work crews.

Schedules work assignments of bureau employees.

Coordinates activities with other bureaus of the department.

Keeps records and writes reports on bureau activities.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES AND PERSONAL CHARACTERISTICS

 

Thorough knowledge of the standards, principles and practices of sewer and stream maintenance and

C0onstruction work.

Thorough knowledge of sewer and stream maintenance materials and equipment.

Good knowledge of supervisory principles and techniques.

Good knowledge of safety policies and precautions, including OSHA standards, relating to work responsibilities.

Ability to plan and supervise the work of a large number of employees including crew leaders and blue collar employees.

Ability to keep records and make reports.

 

MINIMUM QUALIFICATIONS

 

Promotion Two (2) years of permanent competitive class status as an Assistant Superintendent of Sewers and Streams, or four (4) years of permanent competitive class status as a Sewer Maintenance Crew Leader.

 

Open Competitive

 

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree and four (4) years of work experience, or its part‑time equivalent, in public works administration; or,

 

B. Eight (8) years of work experience in sewer and stream maintenance or its part‑time equivalent, three (3) years of which must have been in a supervisory capacity, or,

 

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
