DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for directing a comprehensive facility program that involves the construction of new facilities as well as the operation and maintenance of all owned or leased buildings and grounds under the jurisdiction of a local municipality. An employee in this class is responsible for establishing and achieving the goals of the facilities department. The work is performed under the general supervision of an administrative superior who gives wide latitude for its completion and the methodologies used thereto. Direct supervision is exercised over office personnel and subordinate supervisors who in turn supervise tradespersons, custodial, and maintenance staff. Does related work as required.


 

TYPICAL WORK ACTIVITIES

The main areas of responsibility are:

 

Directs major capital projects:

Supervises and participates in field inspections of buildings and land sites.

Assigns work to contractors, monitors their work, approves payments for services rendered.

 

Develops and oversees construction projects:

Reviews all engineering aspects of work to be performed by outside consultants and contractors.

Reviews qualifications of service providers and recommends contractors for hire.

Liaises with professional service providers.

 

Provides data concerning facilities:

Provides analysis of physical condition of district buildings.

Provides accurate floor plans of each building.

 

Pursues an energy conservation program:

Develops and implements alternative fuel projects.

Investigates energy saving measures.

 

Carries out duties of safety officer:

Supervises and maintains all aspects of the department’s safety program and coordinates safety inspections.

Ensures compliance with applicable regulations relating to pupil/staff health and safety.

Chairs the Health & Safety Committee and Health Safe School Committee.

Develops and implements emergency procedures such as fire drills, evacuations, etc.

 

Building maintenance:

Administers a maintenance program for the entire district.

Ensures repairs are made and operational needs are addressed.

 

Personnel administration:

Supervises the activities of departmental staff.

Establishes benchmarks for evaluating department performance.

Prepares the departments annual budget and monitors department costs throughout the year.

Good knowledge of safe work practices, right to know laws, and material safety data sheets.

Good knowledge of the basic principles of painting, plastering, masonry, carpentry, plumbing, electrical, and grounds care.

MINIMUM QUALIFICATIONS

 

Promotion
  1. Two (2) years of permanent competitive class status in the title of Superintendent of Buildings and Grounds; or,

  2. Three (3) years of permanent, competitive class status in the title of Educational Facilities Planner, Superintendent of Facilities Maintenance, or Assistant Superintendent of Buildings and Grounds.

 

 

Open-Competitive
  1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree or higher in Business Management, Engineering, Construction, Architecture or a closely related field and five (5) years of work experience, or its part time equivalent, in facilities maintenance and operations and/or building and system management, two (2) years of which must have been in a supervisory capacity; or,

  2. Nine (9) years of work experience, or its part-time equivalent, in facilities maintenance and operations and/or building and system management, two (2) years of which must have been in a supervisory capacity.

  3. An equivalent combination of training and experience as defined in (A) and (B) above.
