The work involves responsibility for supervising staff and operational systems in the Onondaga County District Heating and Cooling Plant (DH&C) on a 24-hour shift basis to insure the safe, cost-effective, and efficient operation, repair and maintenance of equipment. An employee in this position supervises Refrigerating Machine Operators, Boiler Operators, Boiler Operator/Maintenance Workers and Mechanical Systems Maintenance Workers, who are responsible for heating, ventilation and air conditioning systems of buildings served by the plant and equipment related to fire suppression and detection and elevators and escalators. An employee in this class is responsible for the DH&C Plant control room operations and related building systems and operations. Supervision is received from the Mechanical Systems Maintenance Supervisor who allows the incumbents independence and initiative to supervise and handle problems and emergencies on a 24-hour shift assignment basis. Does related work as required.
Performs, all operations of the DH&C Plant control room from which all operations and maintenance activities of the plant are monitored and directed, including the monitoring, via computer terminals, of HVAC systems, fire detection systems, sprinkler systems, and elevator operations.
Supervises Refrigerating Machine Operators, Boiler Operators, Boiler Operators/Maintenance Workers and, when needed, Mechanical Systems Maintenance Workers.
Insures safe and efficient maintenance and repair of all HVAC equipment including the diagnosis of problems and the assignment and supervision of staff to make required repairs or modifications.
Diagnoses problems in the HVAC and/or other systems through interpretation of monitoring devices and receipt of information from staff.
May call in staff, vendors and contractors on an emergency or on-call basis, to correct malfunctions in plant and/or the HVAC equipment in serviced buildings/facilities based on reports provided by subordinates or as indicated by monitoring devices.
Monitors control room equipment and issues directives to staff to change equipment operations based on temperature fluctuations, load and other conditions, and programmed schedules in the DH&C plant and other buildings served by the plant.
Reads and interprets blueprints, specifications and technical manuals pertaining to the layout and location of equipment and the maintenance of said equipment; keeps abreast of all alterations in blueprints and specifications.
Maintains records in the control room of inventories of materials, parts, tools and equipment and their specifications.
Records, per pre-established schedules, all preventative maintenance activity on equipment such as boilers, chillers, thermal storage systems, turbines, generators, et al.
Inspects, in the absence of administrative supervision, work that requires a skilled tradesperson; determines the nature of service or repair required, and schedules the work to complete the job.
Maintains logs including, but not limited to, tenant complaints, work requests, and corrective actions taken.
At the direction of, or in the absence of administrative supervision, may supervise from the control room the scheduled preventative maintenance of all pumps, air handlers, compressors, mechanical systems, fire detection systems, fire extinguishers, etc., in those buildings served by the DH&C plant.
Participates in the instruction and training of staff.

Good knowledge of industrial scale heating, and ventilating systems and equipment including boilers.
Good knowledge of industrial scale air conditioning and refrigeration systems and equipment including

Good knowledge of tools of the trade (mechanical).

OPEN-COMPETITIVE:
Five (5) years of work experience, or its part time equivalent, in the operation, servicing and maintenance of industrial scale heating, ventilation or air conditioning systems or equipment.
NOTE:
Industrial scale HVAC equipment is defined as being of a size, complexity, and construction appropriate for moderate to large scale public, commercial, institutional, or industrial facilities.
