Plans assignments by identifying needs of the parks, by personal observation of sites to ascertain what work is needed and what methods are appropriate, and by anticipating any special needs for large-scale events.
Assigns specific personnel to work on maintenance tasks according to size and difficulty of tasks and assigning specific pieces of equipment needed to complete tasks.
Plans sufficient personnel, materials, equipment and sites to perform maintenance or other tasks that need to be done for large crowds that will participate in recreation programs or who will hold their own events.
Supervises the work assigned through conference with crew leaders or by occasional inspection of assignments to ensure work is being done properly, that work standards and procedures are followed, and that work progresses according to schedule.
Plans long range capital improvements in structures and lands by identifying the capital needs of the parks, by estimating costs of improvements, by using data listing approximate labor, materials, and equipment costs, and making oral presentations and submitting narrative reports to administrative staff members to justify the need for capital improvement.
Manages the budget for the area parks.
Meets with the public to give presentations, answer questions, or resolve complaints.
Interviews and hires permanent and seasonal employees subject to the approval of appropriate administrative staff members.
Keeps a variety of records pertaining to the operation of parks.
Schedules maintenance and repairs of equipment and machinery on a regular basis to conform to manufacturer’s preventative maintenance specifications.
Orders supplies, equipment and materials needed.
Thorough knowledge of proper park maintenance methods covering buildings, grounds and equipment.
Thorough knowledge of park policies, rules and regulations.
Good knowledge of methods and principles of supervision.
Some knowledge of recreational programs and facilities as applied to confined parcels of land.
Ability to plan, schedule and supervise the operations and maintenance activities of workers.
Ability to manage funds budgeted for the operation and maintenance of parks.
Ability to identify and articulate physical and capital needs for a number of park areas through oral presentation and narrative reports.
Ability to recommend recreational programs and activities which are suitable for the terrain and do not inhibit land use.
Ability to maintain favorable public relations by answering questions, explaining rules and regulations and resolving complaints.
Ability to communicate verbally instructions, assignments and other items to subordinate staff.
Ability to interview for the purpose of determining suitability for employment.
Physical condition commensurate with the demands of the position.
Two (2) years of permanent competitive status as a Park Superintendent I.
Open Competitive:
A. Six (6) years of work experience, or its part-time equivalent in park operations, park maintenance, or park management, at least two (2) years of which must have been in a supervisory capacity; or,
B. Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate Degree in Forestry, Environmental Science, Park and Recreation Management, Resource Management, or a closely related field and two (2) years of professional level work experience, or its part-time equivalent, in park operations, park maintenance, or park management; or,
C. A satisfactory equivalent combination of the above described education and work experience.
