DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for overseeing, leading and participating in the activities of a group of workers in the performance of a variety of manual tasks. The work is unskilled upon comparison to skilled crafts such as journey level carpentry or plumbing. The work does require knowledge and skills utilized in the given activity of public works. For example, when a Labor Crew Leader in the county division of highways is engaged in road paving, he/she must know how to pave a road properly and how to utilize machinery used in this process. This is routine work of ordinary difficulty which includes laying out and supervising the work of subordinates as well as participating and sharing in the work assigned. Work is performed under general supervision of an administrative superior with detailed instructions being given at the beginning of any new or unusual assignment. Work is reviewed through inspection or spot check while in progress or upon completion of assigned tasks. Does related work as required.

TYPICAL WORK ACTIVITIES

Oversees and participates in the activities of a group of workers in the performance of manual tasks.

Leads in, supervises, and inspects the work of a work crew involved in routine maintenance, construction, repair or cleaning and pick-up tasks which depending on area of assignment may be street, road, sewer, water system, building or ground maintenance.

Maintains a constant check of work in progress to insure that work is done efficiently, on schedule, and according to approved standards.

Plans or assists in the planning and layout of work schedules and work assignments.

Instructs subordinates in the use of equipment, tools and materials and safety precautions.

May operate and supervise the operation of motor equipment or motorized tools in connection with assigned tasks.

Prepares routine activity reports and records.

When Assigned to Onondaga County Department of Transportation:

Supervises and participates in the work of a crew which is assigned road paving, shoulder paving, tree trimming, storm drainage installation and maintenance, culvert and catch basin installation, spot improvement projects, and guide rail installation.

Assigns, inspects and leads in the repair and maintenance of roads, culverts, guide rails streets, sewers and septic tanks.

Oversees grading, construction, drainage and lighting of airport runways and surrounding areas.

Leads in the installation and maintenance of storm drains, sewers, manholes, catch basins, main and service pipes.

Leads in the cleaning of reservoirs and stand pipes.

Oversees ash and garbage collections.

Supervises the oiling of streets and roads.

Leads in the installation, maintenance and assembly of traffic signs and street and road markings.

Oversees and/or participates in snow removal activities.

Supervises the erection of snow fences.

Leads in planting grass, mowing, leaf raking, and tree and brush removal.

Supervises the maintenance and repair of reservoir grounds and equipment.

Instructs subordinates in the use of equipment and materials.

May operate motor equipment.

May instruct and train personnel in the use and handling of specified pieces of motor equipment as directed by supervisor.

Keeps records and makes reports of work done.

When Assigned to the Syracuse City School District and Skaneateles School District:

Supervises and participates in the work of a crew which is assigned to paving, grading and similar projects.

Supervises garbage and recycling operations.

Supervises and participates in playground maintenance and repairs.

Manages and/or participates in snow removal and other emergency maintenance activities.

Supervises and disciplines employees as needed.

 

When Assigned to the Syracuse City School:

May be required to supervise the removal of asbestos materials from structures.

May be required to oversee Asbestos Building Inspections and prepare Asbestos Management Plans in accordance with AHERA (40 CFR PART 763) and New York State Education Department requirements.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Working knowledge in specific area where assigned such as street, road, sewer, water system, building or ground maintenance.

Working knowledge of the common practices, tools, terminology and accident precautions of the tasks in the specialized field of activity to which assigned.

Working knowledge of maintenance methods and procedures.

Ability to plan, supervise and organize the work of others.

Ability to carry out oral and written instructions.

Ability to operate a variety of hand and powered tools and motorized equipment.

Ability to keep records and make reports.

 

MINIMUM QUALIFICATIONS

One (1) year of work experience, or its part-time equivalent, involved in maintaining the appearance or condition of public works.

 

When Assigned to Onondaga County Department of Transportation:

One (1) year of permanent, non-competitive class status as a Motor Equipment Operator III, or two (2) years of permanent, non-competitive status as a Motor Equipment Operator II.

 

SPECIAL NECESSARY REQUIREMENT

When required to operate motor vehicles, employees must possess a valid Non-CDL or CDL with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle(s) being operated. Where possession of a license is required, eligibility for and continued possession of the license is required for employment.

 

When required to oversee asbestos removal, possession of a New York State Asbestos Handler’s Certification.

 

Possession of Excavator Certification is required to perform excavation duties in accordance with New York State General Business Law. Certification must be obtained during the probationary period. Training will commence upon appointment. Eligibility for and continued possession of the license is required for employment.

 

NOTE: For purposes of interpreting these qualifications in the Department of Facilities and the Department of Transportation, work experience in maintaining the appearance or condition of public works is defined as follows:

Department of Facilities: Work experience is defined as that involving buildings and/or grounds maintenance or custodial work.

Department of Transportation: Work experience is defined as that involving construction, maintenance or repair of roads or highways.
