DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for performing skilled work in the operation of moderately complex motor equipment. An employee in this classification operates heavy motor equipment with complex controls requiring a relatively high degree of skill and manipulative ability. Work of this classification is different from that of the lower classification of Motor Equipment Operator I in that the employees operate more complex and specialized equipment and are required to exercise considerably more skill and care in the operation of their equipment to perform assigned tasks. Employees are responsible for the routine maintenance of equipment and may be required to perform related manual labor. On specific assignments, work is closely supervised by a crew leader or similar supervisor; however, on routine assignments, general supervision is received. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Operates heavy construction equipment such as rollers, graders, front end loaders, tractor trailers, small (d-3) bulldozers, hydraulic extractors, sweepers, catch basin cleaners and shoulder machines.

May operate pay loaders and backhoes.

Loads fill and other construction materials.

May operate large flatbed trucks used for transporting heavy equipment.

May operate a small caterpillar with special blade used for digging and clearing drainage ditches on marshlands for the prevention of mosquito larvae.

May operate tractor-trailers in the transport of solid waste and sludge.

Occasionally operates simple flatbed or dump truck and related motor equipment as work lead demands.

Checks working condition of equipment; gives routine service and maintenance.

May instruct and train personnel in the use and handling of specified pieces of motor equipment as directed by supervisor.

 

When Assigned to Onondaga County Department of Transportation:

 

Operates such heavy, construction and highway equipment as graders, front-end loaders, tractor trailers, bulldozers, hydraulic extractors, catch basin cleaners, and shoulder machines.

Operates snow removal equipment to clear county roads of snow.

May perform job duties associated with the Motor Equipment Operator I classification.

May perform job duties associated with the installation and maintenance of traffic signs and road markings.

 

When Assigned to the City of Syracuse Department of Public Works:

 

In addition to all work activities listed above, also operates snow removal equipment to clear city streets of snow.

 

When Assigned to the Onondaga County Resource Recovery Agency:

 

In addition to the typical work activities listed above, may operate tractor-trailer or dump truck to transport solid waste, ash residue, recycling or by-pass materials to various locations including landfill sites, WTE plant or other facilities as directed by supervisor. When not driving or operating equipment, may perform light-to-heavy physical labor at the OCRRA work site as directed by a supervisor.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Good knowledge of the operating and repair characteristics of heavy equipment.

Good knowledge of the component parts, operating principles and maintenance needs of heavy equipment.

Good knowledge of the occupational hazards and necessary safety precautions in the operation of heavy equipment.

Good knowledge of traffic laws and other regulations governing the operation of heavy equipment.

 

 

 

 

Skill in the operation of moderately complex construction and transportation equipment.

Ability to service various types of relatively heavy equipment and to make running repairs.

Ability to understand and carry out oral and written instruction.

Physical strength and agility sufficient to operate heavy equipment over rough terrain occasionally under adverse weather conditions.

 

MINIMUM QUALIFICATIONS

 

Two (2) years of work experience, or its part time equivalent, in the operation of motor equipment used in construction, repair and maintenance of highways and other public works or the operation of a tractor trailer.

 

When Assigned to the Onondaga County Department of Transportation:

  1. Two (2) years of work experience, or its part time equivalent, in the operation of motor equipment used in construction, repair and maintenance of highways and other public works or the operation of a tractor trailer, or;

 

  1. One (1) year of work experience, or its part time equivalent in the operation of motor equipment used in construction, repair and maintenance of highways and other public works or the operation of a tractor trailer and possession of One Person Plow Certification from a New York State Transportation Department or a County Transportation Department in New York State.

 

When Assigned to the City of Syracuse Department of Public Works:

Two (2) years of work experience, or its part-time equivalent, in the operation of

motor equipment used in construction, repair or maintenance of roadways and other public works, or the operation of a tractor trailer.

 

 

SPECIAL NECESSARY REQUIREMENTS

 

Possession of a Class A or Class B Commercial drivers license (CDL) with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle being operated. Eligibility for and continued possession of the license is required for employment.

 

Possession of Excavator Certification is required to perform excavation duties in accordance with New York State General Business Law. Certification must be obtained during the probationary period. Training will commence upon appointment. Eligibility for and continued possession of the license is required for employment.

 

When Assigned to the Onondaga County Resource Recovery Agency:

 

Possession of a Class A Commercial drivers license (CDL) with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle being operated. Eligibility for and continued possession of the license is required for employment.
