The work involves responsibility for coordinating and supervising the implementation of a department wide, preventive maintenance program for instrumentation and electrical equipment. Under the general supervision of the Deputy Commissioner of the Onondaga County Department of Water Environment Protection, an employee in this class is responsible for coordinating and developing the implementation of maintenance, installation and repair procedures of all electrical, electronic, telecommunications, instrumentation and Supervisory Control and Data Acquisition (SCADA) equipment utilized in the wastewater treatment process. In addition, an employee in this class is expected to devise a maintenance schedule to be carried out at wastewater treatment plants and pumping stations throughout the county and to supervise the proper execution of same. An employee in this class has considerable latitude in making decisions and implementing policy as it relates to I/E equipment maintenance and installation, such as, modifying existing configuration of electrical and electronic equipment operations, a computer to monitor the operating efficiency of wastewater treatment equipment; approving of equipment installation and modifications as deemed necessary during project construction. Work is reviewed through informal consultation with and written reports to the Deputy Commissioner and plant inspections conducted by federal and state officials. Does related work as required.
TYPICAL WORK ACTIVITIES
Coordinates schedule of all maintenance and repair procedures performed on all electrical, instrumentation, telecommunications and SCADA equipment at wastewater treatment plants and pumping stations by utilizing knowledge of equipment operations and promulgating same to subordinates.
Oversees the supervision and assignment of personnel to the maintenance and repair of process measurement and control instrumentation, telemetering equipment, and other instrumentation equipment utilized in wastewater collection, transport and treatment to insure proper completion of repairs and maintenance procedures.
Oversees the supervision and assignment of personnel to the maintenance and repair of electrical equipment, including electrical distribution equipment utilized in wastewater collection, transport and treatment to insure proper completion of repairs and maintenance procedures.
Assists consulting engineers in reviewing the design and installation of equipment supplied by contractors for construction projects to insure that installations are made in compliance with state and federal regulations and the department's operating needs.
Reviews and makes recommendations on design of proposed new plants and pumping stations scheduled for construction as related to installation and maintenance of instrumentation/electrical (I/E) equipment.
Performs as project manager for design and/or construction phases of various projects.
Makes decisions, upon consultation with superiors, regarding modifications of existing process measurement and control instrumentation, telemetering equipment and other instrumentation equipment utilized in wastewater collection, transport and treatment, and electrical equipment such as AC/DC motors, electrical distribution equipment, etc.; recommends alarm systems, installation procedures and equipment to consulting engineers, and approves equipment installation and modifications.
Provides technical assistance and information in solving instrumentation, electrical and maintenance problems.
Applies knowledge of equipment operations and maintenance measures in providing technical assistance to personnel in solving installation, maintenance and repair problems of wastewater treatment and pump station equipment, such as, SCADA; programmable logical controller (PLC); process measurement and control instrumentation; telemetering, and chemical feed equipment; indicators, pump and compressor motors and, all other instrumentation and electrical equipment utilized in wastewater collection, transport and treatment.
Approves and supervises equipment and procedural modifications as recommended by personnel.
Oversees the training of operating and I/E personnel in the proper operation and maintenance of new and existing instrumentation and electrical control equipment to insure maximum operating efficiency.
Makes equipment and procedural recommendations to engineers for proposed construction projects to insure compliance to federal and state regulations.
Oversees and makes final approval of ordering stock equipment and repair parts necessary for efficient operation and maintenance of electrical and instrumentation equipment.
Reports daily activities (accidents, equipment failures, etc.) as deemed necessary by the Deputy Commissioner.
Supervises and coordinates daily activities of Instrumentation Maintenance Coordinators, Electrical Maintenance Coordinators, Instrumentation/Electrical Engineers and their subordinates.
Prepares the annual budget for the instrumentation/electrical group.
Coordinates the development of standard operating procedures with the Instrumentation Maintenance Coordinators, Electrical Maintenance Coordinators and Instrumentation/Electrical Engineers.
Makes periodic plant and pump station inspections.
Thorough knowledge of principles of operations and applications of I/E equipment including computer based monitoring and management information systems.
Thorough knowledge of principles and practices of the maintenance and repair of I/E equipment.
Good knowledge of principles and practices of supervision.
Working knowledge of wastewater collection, transport and treatment processes.
Working knowledge of codes and regulations related to the instrumentation and electrical fields.
Working knowledge of computer hardware and software that are relevant to the departments needs.
Skill in the use of tools and application of maintenance and repair methods to I/E equipment.
Ability to plan and implement a maintenance and repair program for I/E equipment.
Ability to supervise in a manner conducive to full performance and high morale.
Ability to train and instruct I/E maintenance personnel regarding installation, maintenance, and repair of I/E equipment.
Ability to relate well with consulting and contracting personnel and federal and state officials.
MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent competitive class status in the title of Instrumentation Maintenance Coordinator, Electrical Maintenance Coordinator or Instrumentation/Electrical Engineer.
Open-Competitive:
Eight (8) years of work experience, or its part-time equivalent, in the maintenance and repair of electrical and instrumentation equipment which must have included laying out of work and diagnosis of malfunctions, three (3) years of which must have been in a supervisory capacity.
NOTE: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate or baccalaureate degree in mechanical or sanitary engineering, mechanical technology, electrical technology or electrical engineering may be substituted for non-supervisory work experience on a year for year basis.
