DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for serving as a technical resource in all areas related to electrical and instrumentation systems design, procurement and usage in the Department of Water Environment Protection. With minimum supervision, the incumbent will perform a wide variety of tasks in the design, analysis, troubleshooting, procurement, inspection and training relative to the use of instrumentation, voice, data and electrical systems. This is a support position for maintenance, repair, and upgrade functions associated with a large, diversified wastewater treatment and transport system. Although incumbent may be asked to oversee work performed by the maintenance staff, the employee does not exercise supervisory or actual maintenance responsibilities. Does related work as required.
TYPICAL WORK ACTIVITIES
Performs detailed designs of electrical/instrumentation systems, which includes preparation of plans, specifications, drawings, operating procedures, etc.
Performs cost effective analysis and produces procedures and/or designs for implementation.
Performs power system analysis relative to expansion of electrical systems.
Investigates energy saving initiatives available to department.
Reviews consultant designs, specifications and drawings for new construction work and upgrades.
Assists operations staff in determining best utilization of electrical system resources and energy management.
Assists mechanical staff in evaluating and designing instrumentation configurations and control schemes to enhance operating performance of facilities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of electrical engineering.
Thorough knowledge of electrical engineering as it relates to SCADA systems, PLC's and instrumentation primary elements used in a process control environment and their interface with Data Acquisition and Control (DAC) computer systems.
Thorough knowledge of electrical engineering principles and instrumentation principles as they apply to the measurement, monitoring and design of energy usage, power quality, power systems and coordination and process parameters.
Working knowledge of test equipment associated with troubleshooting electrical and instrumentation problems.
Ability to evaluate, analyze and design electrical and process control systems with regard to electrical power, distribution, electrical motors, switch gears, control systems, electrical regulating equipment, motor controls, instrumentation, etc.
Ability to assist personnel in the proper application and utilization of instrumentation, electrical, SCADA and PLC equipment.
Ability to design and interpret detailed plans and specifications for electrical systems.
Ability to work independently.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in Electrical Engineering and three (3) years of work experience, or its part-time equivalent, in the actual design of electrical power distribution systems, motor controls and lighting systems, and instrumentation monitoring and control systems; or,

B. Seven (7) years of paraprofessional or professional level work experience, or its part-time equivalent, in electrical engineering, three (3) years of which must have been involved in the actual design of electrical power distribution systems, motor controls and lighting systems, and instrumentation monitoring and control systems; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
