The work involves supervision of a number of skilled, semi-skilled, and relatively unskilled workers in mechanical maintenance and repair work. Employees in this class are supervisors but may be called upon to perform any task associated with mechanical maintenance repair. Under the direct supervision of an administrative superior, incumbents assign staff, administer corrective and preventative maintenance programs using a computer, training programs, and provide technical support for the maintenance section and prepare annual budgets. The nature of the work may require employees in this class to operate motor vehicles and power driven equipment. Does related work as required.




Supervises and coordinates the work of subordinate maintenance crew leaders at multiple facilities.

Determines administrative requirements of section including personnel, training, discipline, manpower and materials.

Updates operational and maintenance manuals and drawings to reflect any and all known modifications to equipment.

Prepares, as needed, sketches or directions concerning work to be performed.

Assigns staff special projects and provides instructions of plans and interprets same as needed.

Establishes preventative and corrective maintenance procedures and schedules.

Performs approval entries, priority and schedule setting and coordination of maintenance activities in a Computerized Maintenance Management System (CMMS).

Inspects work sites to assure programs are being properly carried out.

Fulfills reporting requirements relating to schedules, project status, assigned staff and material used.

Provides on the job training to subordinate employees.

Evaluates work performed by subordinate employees.

Performs equipment failure diagnostics and provides repair recommendations.




Thorough knowledge of methods, materials, tools and applicable codes, and equipment used in installation, maintenance and repair of mechanical systems and equipment.

Thorough knowledge of practices, techniques, and theory associated with the mechanical trades.

Working knowledge of computer hardware use and computer software programs equivalent to the departments needs.

Skill in the use of a variety of hand and power tools and motorized equipment.

Ability to supervise others in a manner conducive to full performance and high morale, and in accordance with departmental policy.

Ability to plan and lay out work assignments.

Ability to read and interpret plans, diagrams and specifications.

Ability to use a variety of tools and test equipment used in mechanical work.

Ability to understand and carry out oral and written instructions.

Ability to conduct on the job and classroom instruction on maintenance of equipment.

Ability to use personal computer and Microsoft Windows Operating System.


As Assigned:

Ability to operate a motor vehicle.





Two (2) years of permanent competitive class status as a Wastewater Treatment Plant Maintenance Crew Leader.


Open Competitive:

Five (5) years of work experience, or its part-time equivalent, in installation, maintenance, and mechanical repair of mechanical systems and equipment which must have included laying out of work and diagnosis of mechanical malfunctions, two (2) years of which must have included direct supervision of mechanical maintenance personnel.


NOTE: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate’s degree in mechanical engineering technology or engineering or technical curriculum which relates to mechanical construction or maintenance or repair of mechanical equipment may substitute for a maximum of two (2) years of non-supervisory work experience.

When required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL, including any special endorsements, as required for the type of vehicle being operated.
