DISTINGUISHING FEATURES OF THE CLASS

 

Directs the operation of one or more wastewater treatment plants and pumping stations during assigned shift. The work involves responsibility for directing a shift of wastewater treatment plant operators. Under general supervision, performs work involving responsibility for the safe, economical, and efficient operation of wastewater treatment plant during an assigned rotating shift. Employees must use their own judgement in planning work assignments, emergency situations and dealing with the public. Supervision is exercised over a substantial number of subordinate employees and complex operating equipment. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Supervises the shift operation of a computer controlled treatment plant or plants and major pumping stations.

Assigns and directs personnel in operation of plant equipment.

Instructs personnel in correct operation of equipment and process control procedures.

Monitors operating equipment for proper operation.

Directs emergency procedures.

Insures adequate amounts of chemicals and supplies are available, advises supervisor of needs in a timely manner.

Is responsible for completeness, accuracy and submission of all required logs, reports and time sheets.

Monitors alarm system from remote plants and pumping stations, dispatches duty men as required, maintaining radio contact with dispatched personnel.

Is responsible for collection of samples, analysis and interpretation of results, makes process changes as required.

Provides input for budget preparation.

Trains subordinates in safety procedures.

Enforces county work rules, reports all violations, and initiates disciplinary action when required.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Comprehensive knowledge of advanced wastewater treatment processes and equipment.

Comprehensive knowledge of chemicals used in wastewater treatment and applicable safety precautions.

Comprehensive knowledge of high purity oxygen and explosive gas generation and utilization.

Working knowledge of physics, chemistry, hydraulics and bacteriology as pertains to wastewater treatment.

Ability to plan and supervise work of subordinates.

Ability to stay abreast of rapid, changing technology.

Ability to operate plant digital system, start and stop sequences, take halt reports, perform plant restarts, store and retrieve information from memory.

Ability to assist in start-up of plant processes.

Ability to participate in rotational on-call program to include nights, weekends, and holidays.

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

 

Promotion:

One (1) year of permanent competitive class status in the title of Senior Wastewater Treatment Plant Operator.

 

Open Competitive:

Possession of a 3A certificate issued under the provisions of part 650 of the New York State Environmental Conservation Regulations and six (6) months of work experience, or its part-time equivalent, in the actual operation of a wastewater treatment plant.

 

SPECIAL NECESSARY REQUIREMENT FOR ALL OPEN COMPETITIVE AND PROMOTIONAL CANDIDATES

 

Possession of a valid New York State Motor Vehicle Operator's License at the time of appointment.
