DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for the operation, servicing, preventative maintenance, and repair of heating, ventilating and air conditioning equipment and mechanical appurtenances including low pressure steam producing boilers with internal operating pressures of less than 15 pounds per square inch. Under the direct supervision of the Mechanical Systems Maintenance Supervisor or the Assistant Mechanical Systems Maintenance Supervisor, an employee in this class, on an assigned shift, follows a pre-determined schedule of operations and preventative maintenance tasks; inspects to identify malfunctions in a large number of commercial pumps, motors and compressors that deliver energy to mechanical systems which are comprised primarily of air handling and distribution equipment, which provides conditioned air to buildings under the jurisdiction of the Onondaga County Department of Buildings and Grounds; diagnoses malfunctions to identify the action needed to make the pumps, motors, and compressors function properly; and, applies either preventative maintenance, such as periodic lubrication or adjustment of moving parts or calibration of controls, or make repairs, such as, installation of new belts, bearings, and packing, or makes worn parts usable, by, for example, making a large size bushing in a mechanical part; operates low pressure boilers by turning on or off boilers as weather conditions dictate, operates hand valves to effect boiler blow down, calibrates thermostats and cleans gauge glass.
An employee in this class works under direct supervision of the Supervisor, or at the latter's direction, the Assistant Supervisor, until the employee has learned the unusual or difficult phase of the job. An employee in this class receives assignments in oral or written form through daily or as needed meetings with the Supervisor, or at the latter's direction, the Assistant Supervisor, and in written form through memoranda or pre-determined preventative maintenance schedule. The Supervisor, or at the latter's direction, the Assistant Supervisor, reviews completed assignments through personal inspection of work and by reading log books that list assignments performed by the employee.
Complaints telephoned by building occupants to the maintenance office generate new assignments or notify the mechanical maintenance staff that previous complaints have not been resolved. An employee in this class typically exercises no supervision. Does related work as required.
TYPICAL WORK ACTIVITIES
Inspects, according to a pre-determined preventative maintenance schedule commercial pumps, motors and compressors and refrigeration and mechanical systems by visually inspecting same and the gauges, dials, and controls connected to this equipment, by listening for unusual or excessive noise made by the mechanical equipment, and by feeling the mechanical equipment for excessive heat in order to identify the need for maintenance or repair work.
Determines the extent of maintenance or diagnoses malfunctions of mechanical equipment through either inspection of pumps, motors and compressors of air conditioning and refrigeration and perimeter heating systems and the ancillary equipment of these systems, such as thermostats, regulators, and mechanical, pneumatic, hydraulic, and electrical controls, or through disassemble of all or part of these types of mechanical equipment, or by reading operation and maintenance manuals once inspection and/or disassembly have taken place.
Applies preventative maintenance to a large number of pumps, motors, and compressors by greasing and oiling moving parts, by replacing or adjusting belts, by replacing or cleaning pre-filters, filters, drains, and traps, by repacking or tightening valves, or by replacing worn bearings.
Makes repairs to pumps, motors, and compressors by disassembling same with hand tools or power tools, by identifying worn parts, and by installing new parts such as seals, gaskets, impellers, shafts, and drive connectors, or by making work parts usable by filing contacts, and by making bushings.
Operates low pressure steam producing boilers by turning system on and off as
necessary, blows down boiler by the operation of hand valves, calibrates thermostats and cleans gauge glass.
Retubes, adjusts and balances moduline air distribution systems.
Disconnects, and reassembles subsequently, plumbing and electrical fixtures to allow room for preventative maintenance and repair work.
Tests fire and sprinkler systems for proper operation by activating fuse mechanisms, by installing fusible links, thermo sensors, and smoke detectors into these systems, and by visually inspecting fire extinguishers, hose, and pull boxes for defects, where upon repair or maintenance tasks are performed, such as installing new gauges or hoses, tightening hose connections with hand tools, or by unclogging manually hoses.
Performs to diesel powered emergency generators preventative maintenance activities such as changing oil, oil filter coils, plugs and points, an operates the generator to test batteries, throttle and choke mechanism and charging systems, and may replace same.
Uses soldering and brazing equipment to fuse together or break apart lines and pipes composed of different metals.
Disassembles pipes from the sewage ejection pump to manually clear out obstructions in the pipe or pump.
Performs preventative maintenance or repair tasks upon a freon cooling system by installing new piping or new dryers or by recharging freon agent.
Performs preventative maintenance or repair tasks upon chilled water systems by manually adjusting three-way valves and controls or by installing new coils or by soldering fins onto coils.
Repairs or installs sheet metal products such as heating and ventilating ducts by using shears, drills, or bending tools to cut, bend, or straighten metal in accordance with written plans, diagrams, or blueprints.
Reads blueprints, specifications, and technical matter of a written or graphic nature that pertain to a layout and location system as well as to operation and maintenance of same.
In an emergency situation moves an elevator from one floor to another by applying proper controls.
Writes in a log book the date, time work performed, and identity of persons performing work.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of preventative maintenance tasks to apply to commercial pumps, motors and compressors.
Good knowledge of the mechanical principles of operation of commercial pumps, motors and compressors, thermostats, and regulators used in commercial heating and air conditioning.
Good knowledge of hand tools, such as wrenches, pliers, and good knowledge of power tools such as drills and saws and other power tools as needed.
Good knowledge of the principles of the operation of heating and air conditioning systems.
Good knowledge of the principles of operation of mechanical, pneumatic, and
electrical controls.
Working knowledge of the principles of operation of fire and sprinkler systems.
Skill in applying preventative maintenance to commercial pumps, motors and
compressors.
Skill in making repairs to mechanical equipment such as commercial pumps, motors and compressors, by replacing old parts with new or by making old parts usable.
Skill in disconnecting and reassembling plumbing and electrical fixtures.
Ability to diagnose malfunctions in commercial pumps, motors, and compressors used in commercial heating and air conditioning systems.
Ability to read and interpret operation and maintenance manuals, specifications, and blueprints.
Ability to make written entries into a log.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Two (2) years of work experience, or its part-time equivalent, in the servicing, maintenance and preventative repair of heating, ventilating, and air conditioning equipment.
NOTE: Successful completion of nine (9) semester credit hours in courses covering the operation, maintenance, and servicing of heating, ventilating, and air conditioning systems from a regionally accredited or New York State registered college or university or post secondary technical school may be substituted for each year of the above work experience.
