DISTINGUISHING FEATURES OF THE CLASS
The work involves the responsibility for supervising the dog control program for the City of Syracuse. An employee in this class supervises a dog control program by exercising supervision over Dog Control Officers to ensure their efficiency in controlling dogs; by supervising office personnel to ensure their efficiency in carrying out clerical and record keeping tasks to support the dog control function; and by performing a variety of tasks that promote efficiency of the program in its entirety, such as budget preparation, development of dog control procedures and writing of periodic reports. An employee in this class receives general supervision and assignments from an administrative superior through written and oral reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, directs and supervises the work of Dog Control Officers by review of their log sheets, complaint cards, travel time, police reports, etc.
Discusses progress of work with Dog Control Officers and develops, modifies and/or implements procedures regarding dog control work.
Works with administrative staff in preparing the annual budget by forecasting needs of the dog control function.
Reviews budgetary expenditures to determine whether they exceed funds allotted and confers with department staff to convey fiscal status of the program.
Supervises clerical tasks such as record keeping, by reviewing release forms, receipts, complaint cards and bills received; by checking money collected for payment of fines or release of dogs against release forms and receipts; and by reviewing fine notice mailed to violators against records of fines imposed.
Maintains records and composes periodic reports of complaints, money collected from fines and seizure and trapping compilations.
Works with the Division of Licensing, Police Department and Corporation Counsel concerning dog control matters.
Reviews and verifies subordinate employee records such as time sheets and leave time.
Maintains an inventory of supplies for dog control personnel to ensure adequate equipment is on hand.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CRARACTERISTICS
Good knowledge of the laws and ordinances of the State of New York and City of Syracuse relating to the licensing and control of dogs and other animals.
Working knowledge of the principles and practices of supervision.
Ability to prepare and monitor an annual budget by estimating needs and costs and by reviewing proposed expenditures.
Ability to plan, direct and supervise the work of subordinate employees.
Ability to communicate orally and in writing.
Ability to prepare and maintain written material.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent non‑competitive class status in the title of Dog Control Officer.
Open‑Competitive:
Two (2) years of work experience, or its part‑time equivalent, in the care and handling of dogs or small domestic animals.
