DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for supervising the work activities of one or several asbestos removal project crews engaged in removing asbestos waste and other hazardous material from public buildings, offices and school structures. This work requires the employee to set schedules on work to be done, insure established federal and state standards for removal and safety are followed, and maintain required paper work on work performed. Work assignments are received from an Administrative superior conference and by written requests. Supervision is exercised over a number of employees. Work is checked during progress and upon completion by a consulting engineering firm and the superior on a air sample basis. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises the performance of one or several crews involved in the removal of asbestos materials from structures by insuring the site is properly contained, that removal equipment is present and in use, that federal and state standards are being adhered to and that residue materials are properly disposed of. Inspects sites after decontamination procedures have been conducted to insure results.
Handles inquiries from team members on results of air samples taken.
Collects bulk samples of building materials suspected of containing asbestos in accordance with applicable regulations.
Oversees and performs Asbestos Building Inspections and periodic re-inspections in accordance with AHERA (40 CFR PART 763) and New York State Education Department requirements.
When required, prepares Asbestos Management Plans in accordance with AHERA (40 CFR PART 763) and New York State Education Department requirements.
Maintains and completes log books at work sites as prescribed by federal regulations.
Advises superior of equipment and material needs and may place orders for replacement material and equipment.
Completes necessary paperwork such as distribution of time cards, pay check, attendance reports, and related reports for area of responsibility.
Answers employee questions on areas such as payroll, health insurance, credit union and other questions within the employees scope of responsibility. Acts as first line supervisor in assigning work, disciplining employees, and/or recommending further disciplinary action where appropriate.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the occupational hazards and safety precautions used in the removal of asbestos materials.
Good knowledge of the current federal and state laws governing the removal and disposal of asbestos materials.
Good knowledge of the course of instruction required to obtain certifications for asbestos removal.
Ability to supervise subordinates.
Ability to write narrative reports on work progress.
MINIMUM QUALIFICATIONS
One year of experience in handling and disposal of asbestos waste.
SPECIAL NECESSARY REQUIREMENTS
At time of appointment, possession of a valid New York State Driver’s License, including any special endorsements, as required for the type of vehicle being operated.
At time of appointment, possession of New York State Asbestos Handler’s Certification.
Prior to completion of probation period, possession of all New York State Asbestos Certifications as required.
