DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for directing and supervising labor crews engaged in maintenance and cleaning of streams, creeks, brooks, and flood detention basins within Onondaga County drainage districts. Under the direct supervision of the Stream Maintenance Supervisor, an employee in this class is responsible for identifying, prioritizing and scheduling maintenance and repair work. Work includes crew work site supervision and assistance as well as assisting the supervisor during on-call and emergency work. Direct supervision is exercised over small number of Stream Maintenance Workers I and II, Motor Equipment Operators and Laborers. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Supervises and assists a number of labor crews engaged in cleaning and maintenance of streams, creeks, brooks, and flood retention basins within special drainage districts of Onondaga County. This includes, but is not limited to:

- Silt and debris removal from stream beds,

- Channel wall and culvert repair and restoration,

- Inspection, maintenance and repair of flood control structures and trash racks,

- Tree removal; brushing and limbing,

- Mowing and trimming,

- Flood damage restoration.

Assists Stream Maintenance Supervisor during on-call and emergency work within the district’s limits.

Assist the Stream Maintenance Supervisor in coordinating with plant pump station, sewer maintenance and special project personnel in scheduling and directing support work.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Thorough knowledge of the tools and equipment used on standard stream maintenance and flood control activities.

Thorough knowledge of the hazards and safety requirements in the stream maintenance work.

Good knowledge of stream and flood storage basin maintenance and cleaning methods.

Good knowledge of principles and practices of supervision.

Working knowledge of drainage and flood control principles and methods.

Ability to understand and follow oral and written instructions.

Ability to keep records and make simple narrative reports.

Ability to make simple arithmetic computations.

Ability to plan, assign and supervise the work of subordinates in a manner conducive to full performance and high morale.

 

MINIMUM QUALIFICATIONS

 

Promotion:

Two (2) years of permanent non-competitive class status as a Stream

Maintenance Worker II.

 

Open Competitive:

Two (2) years of work experience, or its part-time equivalent, in stream maintenance activities.

 

SPECIAL NECESSARY REQUIREMENT

 

At time of appointment, possession of a valid Class A or Class B Commercial drivers license (CDL) with appropriate endorsements as required by the New York

State Department of Motor Vehicles for the class of vehicle being operated.
