DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for the daily operations of Carpenters Brook Fish Hatchery, which includes the management and oversight for the rearing and annual distribution of 80,000 brook, brown, and rainbow trout. An employee in this class assures that the daily maintenance and upkeep of buildings and grounds is achieved by prioritizing maintenance tasks and by directing and supervising facility staff. General supervision is received from the Area Park Superintendent. Direct supervision is exercised over a number of subordinate employees such as Hatchery Aide I, Hatchery Aide II, and Park Laborer. Does related work as required.

TYPICAL WORK ACTIVITIES

Operates stocking trucks, tractors, mowers, and other equipment for maintenance of grounds and fish production.

Secures volunteers for assisting hatchery staff in cleaning ponds, stocking fish, grounds maintenance, and hatchery programs.

Applies or supervises the application of pesticides.

Assists Area Park Superintendent to determine rearing numbers, stocking numbers, and prioritizing maintenance projects.

Suggests changes in operational procedures to enhance public service.

Oversees record keeping as required by the department such as attendance, fuel usage, chlorinator levels, DFY reports, and fish production records.

Works with Senior Recreation Leader to provide and develop public programs.

Provides administrative and supervisory support for all West End County Parks during the absence of the Area Park Superintendent.

Researches, requisitions, and receives materials and supplies needed to achieve operational objectives.

Trains and supervises Hatchery staff and evaluates employee performance, schedules employees, and assigns work.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of current fish rearing techniques for the rearing of cold water species.

Good knowledge of grounds keeping practices and building and equipment maintenance.

Ability to communicate effectively both orally and in writing.

Ability to supervise Fish Hatchery staff.

Ability to maintain accurate reports and records.

Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

Promotion:

Two (2) years of permanent, non-competitive class status in the title of Hatchery Aide II.

Open Competitive:

A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree in biological sciences or a closely related field; or,

B) Four (4) years of work experience, or its part time equivalent in fish culture, fish hatchery, or fisheries biology; or,

C) An equivalent combination of education and experience as defined by the limits of (A) and (B) above.

SPECIAL NECESSARY REQUIREMENT

When required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL, including any special endorsements, as required for the type of vehicle being operated.

When required to apply or supervise the application of pesticides, possession of an appropriate Pesticide Applicator Certificate as issued by the New York State Department of Environmental Conservation.
