DISTINGUISHING FEATURES OF THE CLASS

 

The work involves the performance of construction and maintenance procedures utilized in the installation and maintenance of traffic control devices. The work is carried out in accordance with agency policy and involves the performance of minor maintenance tasks in the erection, installation and repair of traffic signs and parking meters and in the installation of crosswalk lines, road strips and other road markings. Minor repairs are made in the field; other work is performed in a repair shop. An employee in this class is required to complete a parking meter repair training program during probationary period. Traffic Maintenance Worker is distinct from the Traffic Signal Repair series in that the former is not responsible for the performance of any electrical or electronic repair and maintenance procedures to traffic signals and other electronic traffic control devices, but assists in the minor construction and mechanical work performed in the set up and installation of traffic signals. Assignments are usually received verbally and may be accompanied by sketches. Instructions are usually specific on all but routine tasks as to the nature of the work to be done. Work is subject to the review of the Traffic/Sign Maintenance Crew Leader in progress and upon completion. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Leads and performs construction and maintenance tasks in the installation and repair of traffic signs and parking meters by erecting poles to which the appropriate sign or parking meter is attached and by removing obsolete or damaged traffic safety equipment.

Makes daily, routine inspections, watching for damages, missing or stolen parking meters.

Makes outside or service repair calls, installing or reinstalling parking meters and making such repairs as replacing broken glass and unplugging units.

Performs repairs in shop, disassembling and assembling digital and solar powered parting meters; replaces broken parts, cleans, oils and times parking meters.

Removes and reinstalls parking meters to change their location as directed.

Operates concrete saws, jackhammers, pipe threaders and various power tools in the performance of installation and maintenance procedures.

Installs crosswalk lines, road strips and other road markings and operates road paint machines for centerlines.

Operates standard or modified trucks with mechanical attachments for applying pavement markings.

Sets up detours and other emergency traffic signs during road construction and maintenance and emergency situations.

Works with departmental employees in the laying of asphalt on pavements as a result of traffic signal installations; performs minor masonry work in installation of parking meters.

Changes bulbs in traffic signals.

Performs safety checks on vehicles on a daily basis; performs minor preventive maintenance on painting equipment.

May operate snow plows, salt spreaders, sweepers and other heavy motor equipment

May drive truck or other work vehicle to work site.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Working knowledge of the standard tools, materials and equipment utilized in the maintenance of traffic control devices.

Working knowledge of the operation, maintenance and repair of digital and solar powered parking meters.

Working knowledge of the tools and methods used in repair of small part mechanisms.

Working knowledge of the regulations and ordinances regarding the installation of traffic control devices as they exist in the City of Syracuse.

Working knowledge of construction and maintenance procedures and practices.

Working knowledge of the occupational hazards and safety precautions exercised in shopwork and field installations.

Skill in the use and care of tools, materials and equipment utilized in the installation and maintenance of traffic control devices.

Ability to follow oral and written instructions.

Mechanical aptitude.

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS One (1) year of work experience, or its part-time equivalent, in the installation and maintenance of traffic control devices, such as street signs, sign posts, parking meters, digital parking meters, solar powered electronic parking pay stations, signal posts, road markings, and related items used in traffic control.

 

SPECIAL NECESSARY REQUIREMENT When required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL, including any special endorsements, as required for the type of vehicle being operated.
