PARKING FACILITIES SUPERVISOR 60250 (Competitive)

 

DISTINGUISHING FEATURES OF THE CLASS

 

This is an administrative position responsible for the management of city owned and operated parking facilities. The employee is required to prepare the bids for leasing parking facilities, administering the "let" contract and insures the city is receiving proper revenues from the contract. The employee is allowed considerable independent judgment in carrying out the goals. Assignments are received from the Commissioner of Public Works through conference or written notice and work is reviewed by observation of the program, through submission of written reports or by kinds and type of public complaints. This class does not normally exercise supervisory responsibility, does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Manages the city parking facilities program by administering the following:

 

Prepares for public bidding contracts for the operation of the facilities by a private contractor.

Prepares specifications for the installation of various parking control equipment; e.g. gates, ticket splitters, booth and fee computers.

Interprets existing contracts between the city and private contractors regarding maintenance, security and related conditions.

Issues monthly parking tags.

Reviews and improves revenue controls and audit procedures.

Establishes inspection procedures and maintenance standards for the facilities.

Recommends rate increases/decreases and hours of operation for facilities.

Promotes the use of city facilities through improved maps, signs and brochures.

Orders equipment and parts for meters, lots, garages as needed.

Holds periodic meetings with facility operators to discuss concerns.

Meets with architects and engineers on garage rehabilitation and follows up on parking facilities being rehabilitated.

Insures that warranty work is performed after construction is completed.

Develops innovative programs with businesses for the purpose of encouraging people to visit the downtown area.

Works with businesses, non-profit organization developers and other interested groups in downtown parking.

Develops innovative programs with the intent of encouraging people to visit the downtown area.

Monitors and oversees metered rates and usage for city on-street parking.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Good knowledge of contract preparation, interpretation and enforcement.

Good knowledge of the various types of parking controls and security equipment.

Good knowledge of the principles and practices of parking facilities administration and management.

Good knowledge of building construction and maintenance techniques.

Good knowledge of the city’s street parking regulations.

Ability to interact with divergent groups of people, understanding their points of view and articulating the department’s positions.

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

 

A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree and two (2) years of experience in parking management work, parking facility construction management, parking facility contract administration, parking facility structural inspection or review, or a closely related field, or;

 

B) Six (6) years of paraprofessional or professional level work experience, two (2) years of which must have involved parking management work, parking facility construction management, parking facility contract administration, parking facility structural inspection or review, or a closely related field, or;
