DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for legal matters pertaining to the Onondaga County Resource Recovery Agency. Under the general supervision of the Board of Directors, an employee in this class prepares all legal papers and documents including, but not limited to pleadings, appeals, resolutions, notices and contracts. Supervision may be exercised over subordinate staff designated to assist in legal clerical duties. Does related work as required.
TYPICAL WORK ACTIVITIES
Provides legal advice and counsel regarding OCRRA matters to the Agency Board, management and employees.
Prepares all legal papers and documents including, but not limited to pleadings, appeals, resolutions, notices and contracts.
Examines legal papers served on OCRRA.
Attends OCRRA Board of Directors meeting, board committee meetings and other meetings as requested by the Executive Director.
Represents OCRRA at meetings with the general public, public officials and others at the request of the Executive Director.
Monitors and coordinates work contracted to outside attorneys.
Reviews internal documents for legality and legal accuracy.
Appears in court or at hearings to represent OCRRA.
Participates in negotiations with unions, contractors and others.
Serves on ad hoc task teams to update personnel/procurement manuals, collective bargaining agreements or broad policy projects.
May supervise subordinate staff assigned to assist in legal clerical duties.
Performs related legal work as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of law, particularly as related to public authorities, solid waste management and the environment.
Ability to express arguments of the law orally and in writing.
Ability to deal effectively with people.
Physical condition commensurate with the demands of the position.
