DISTINGUISHING FEATURES OF THE CLASS
This is specialized professional legal work responsible for the assisting of the counsel for the Water Authority in the diverse handling of legal problems arising in the day-to-day business operation of the authority. The incumbent is responsible for assisting in the carrying out of various negotiations and representations that may occur before a court of law in respect to the authority. Supervision is not normally exercised in this position. Does related work as required.
TYPICAL WORK ACTIVITIES
Acts as legal advisor to the Onondaga County Water Authority in absence of the counsel.
Prepares and approves legal documents for the authority as directed by the counsel in areas such as contracts, easements and rights-of-way.
Prepares applications, petitions and affidavits in connection with hearings and proceedings before state and municipal bodies having concern with the authority.
Represents the authority before regulatory and legislative bodies.
Participates in the settlement and negotiations of litigated matters.
Participates in financial negotiations for the authority.
Represents the authority in absence of the counsel in matters of litigation.
Participates in litigation and appears before the Department of Environmental Conservation and other regulatory bodies;
Negotiates main extension contracts for the authority.
Supervises refunding operations involved in guaranteeing revenues and other special contacts.
Prepares, interprets and revises bio-tariffs.
Explains and interprets terms and conditions of extension contracts to developers, builders and homeowners.
Prepares resolutions for the authority.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of municipal law as it relates to the operation of the New York State Water Authority.
Thorough knowledge of the public authorities law with respect to the Onondaga County Water Authority.
Ability to present logical and clear arguments of law in both a written and spoken setting.
Ability to organize materials for hearing and trials.
Ability to get along well with others.
Ability to comprehend and carry out complex and difficult assignments.
Ethical conduct in the practice of law in the State of New York.
MINIMUM QUALIFICATIONS
Three (3) years of progressively responsible experience in the practice of law within the State of New York, one (1) year of which must have involved experience with municipal law.
SPECIAL NECESSARY REQUIREMENT
Candidates must be admitted to practice before the bar of the State of New York.
